Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented for additional information included in this notice. This announcement constitutes the only solicitation; proposals and supporting information are being requested. A written request for quotation is attached to provide forms to be completed, wage decision, and statement of work. Solicitation Number GS-07P-03-UAC-1034 is issued as a request for quote to provide all labor, tools, materials, supervision and equipment necessary to provide maintenance and custodial services for the Transportation Security Administration?s leased location at Love Field Airport Facility, Dallas, TX. This acquisition will result in a firm fixed price contract with a performance period of a one-year base period and four, one-year option periods. The North American Industry Classification System (NAICS) is 561210; size standard is $6 Million. THIS ACQUISITION IS 100% SET-ASIDE FOR SMALL BUSINESS CONCERNS. All interested parties must contact the Contracting Officer listed below before the scheduled visit for instructions. The complete requirements, except for the floor plan, are available on this web page. The following clauses and provisions can be viewed in full text at http://www.arnet.gov/far and www.arnet.gov/GSAM/gsam.html. Block 27a of the SF 1449 is completed to include, ?Addenda are attached?. Addenda are listed below. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002) apply to this acquisition. There is addenda to this clause as follows: FAR 52.217-8, Option to Extend Services (Nov 1999) [clause fill-in is: 60 calendar days]; FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000) [clause fill-ins are: (a) 30 calendar days and 60 calendar days; and, (c) 5 years and 6 months.]; FAR 52.219-6, Notice of Total Small Business Set-Aside (Jul 1996); FAR 52.232-19, Availability of Funds for Next Fiscal Year (Apr 1984) [clause fill-ins are: 2003 and 2003]; FAR 52.237-2, Protection of Government Buildings, Equipment, and Vegetation (Apr 1984); and, FAR 52.253-1, Computer Generated Forms (Jan 1991). The clause at GSAR 552.212-71, Contract Terms and Conditions Applicable to GSA Acquisition of Commercial Items (Jul 2000) apply to this acquisition. The following provision is incorporated under paragraph (a) of this clause: GSAR 552.237-70 ? Qualifications of Offerors. The following clauses are incorporated under paragraph (b) of this clause: GSAR 552.229-70 ? Federal, State, and Local Taxes; GSAR 552.232-78 ? Payment Information; and, GSAR 552.237-71 ? Qualifications of Employees. The provision at, FAR 52.212-1, Instructions to Offerors ? Commercial Items (Oct 2000) (Items 1-11 in paragraph B, SHALL be submitted with any proposal and can be printed from the aforementioned website) apply to this acquisition. There is addenda to this provision as follows: FAR 52.217-5 Evaluation of Options. The provisions at FAR 52.212-2, Evaluation of Commercial Items (Jan 1999) [provision fill-ins are: (a) price and past performance; and, past performance is approximately equal to cost or price]; and, FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (Jul 2002) [a completed-signed copy of this provision shall be submitted with any proposal and can be printed from the aforementioned website] apply to this acquisition. Note to Offerors: Past performance data described in FAR Clause 52.212-1 is required for evaluations purposes and will be used as the part of the award decision along with price as described above. Quotes and supporting information are to be mailed to the attention of Grant Furulie at the address below. The Government will award a contract resulting from this solicitation to the responsive and responsible offeror whose offer conforms to the solicitation. Proposals will be evaluated for price, past performance, and overall value to the Government. Offerors are required to review and SUBMIT ALL SUPPORTING DOCUMENTATION required by FAR 52.212-1 and GSAR 552.237-70. Offerors who do not submit the required information will be considered non-responsive and will not be considered for an award. The Government reserves the right to award to other than the low bidder. Offers are due by May 16, 2003 by 3:00 PM local time. Simplified acquisition procedures will be utilized. Department of Labor Wage Determination Number 1994-2509, Revision Number 21, Dated 05/29/2002 is applicable to this project. A copy can be provided via e-mail upon request. Statement of Work: The contractor shall provide all management, supervision, labor, supplies, materials, equipment, and tools necessary to provide all the mechanical and custodial services as described herein. Note: There is no on-site storage for contractor provided supplies and equipment (e.g. janitor storage closet). Work Excluded: The contractor shall not be responsible for the additional cost to perform building operation and maintenance work made necessary by: 1)Acts of negligence, misuse, or abuse by persons other than himself, his employees, or his representatives, or 2)Natural or man-made disasters or occurrences beyond the scope of this contract. Hours of Operation: Normal tenant working hours at TSA Love Field: All space to be cleaned 7 days a week between the hours of 7AM ? 8PM, Monday through Sunday 4th floor break room cleaning to be completed 7 days a week between the hours of 7PM ? 8PM Monday through Sunday Term of Contract: The period of performance for this contract is anticipated to be one base year, with four ? 1 year option periods for a total of 5 years. Personnel: The contractor shall have in his/her employee at all times a sufficient number of capable and qualified employees to enable the Contractor to properly, adequately, safely, and economically operate and maintain and account for the facility. All matters pertaining to the employment, supervision, compensation, promotion and discharge of such employees are the responsibility of the contractor, which is in all respects the employer of such employees. The CO may require dismissal from work any employee who is deemed incompetent or is identified as a potential threat to the health, safety, security, general well being or operational mission of the agency and its population. Each employee of the contractor shall be a citizen of the United States or an alien who has been lawfully admitted for permanent residence as evidenced by Alien Registration Receipt Card Form 1-51. Qualifications of Contract Employees: Supervisory Employees: A supervisor is a person designated in writing by the Contractor who has authority to act for the contractor on a day-to-day basis. The contractor shall designate an alternate supervisor to act in the absence of the designated supervisor. This alternate will have the same responsibilities and authorities. Mechanical personnel may be used as an alternate supervisor for a period not to exceed five (5) consecutive working days. The COR must approve any proposed supervisor, (and alternate), to include the maintenance staff, before the person(s) undertakes any duties or responsibilities related to this contract. Maintenance Mechanics: Maintenance mechanics performing contract work must have at least three (3) years experience obtained within the past five (5) years in a trade or occupation in maintenance, repair, and operation of buildings such as: air conditioning equipment mechanic, refrigeration equipment mechanic, HVAC control systems mechanic, etc., plus additional sub-journeyman experience in at least two other building maintenance trades. These qualification standards apply to both initial and replacement maintenance mechanics. Trades or occupations such as: welder, painter, plasterer or drywall installer, or those encompassing general carpentry, etc., are not suitable for the requirements of this section. Licenses, permits, bonding and/or certification: The contractor, any subcontractors and ALL contractor and subcontractor personnel engaged in the activities specified by this contract shall be required to possess certificates of training, licenses, certifications, permits and bonding as required by the state, county, parish, city and other local jurisdictions, all entities of the Federal Government and/or as specified in this contract for each activity they will be directly engaged in or supervise. Uniforms: All contractor employees, including supervisors, shall present a clean and neat appearance and wear distinctive uniform clothing for ready identification. The contractor shall insure that every employee is in uniform prior to performing work under the terms of this contract. Custodial Requirements Cleaning is to be performed during the above listed authorized hours. Daily: Empty trash receptacles and clean ashtrays. Sweep entrances, lobbies and corridors. Spot sweep floors and spot vacuum carpets. Clean drinking fountains. Sweep and damp mop or scrub toilet rooms. Clean all toilet fixtures and replenish toilet supplies. Dispose of all trash and garbage generated in or about the agency space. Wash inside and out or steam clean cans used for collection of food remnants from snack bars and vending machines. Dust horizontal surfaces that are readily available and visibly require dusting. Spray buff resilient floors in main corridors, entrances and lobbies, clean elevators and escalators, remove carpet stains. Police sidewalks, parking areas and driveways. Sweep loading dock areas and platforms. Clean glass entry doors to Government?s demised space. Three times a week: Sweep or vacuum stairs. Weekly: Damp mop and spray buff all resilient floors in toilet areas. Sweep sidewalks, parking areas and driveways (weather permitting). Every two weeks: Spray buff resilient floors in secondary corridors, entrance and lobbies. Damp mop and spray buff hard and resilient floors in office space. Monthly: Thoroughly dust furniture. Completely sweep and/or vacuum carpets. Sweep storage space. Spot clean all wall surfaces within 70 inches of the floor. Every two months: Damp wipe toilet wastepaper receptacles, stall partitions, doors, windowsills and frames. Shampoo entrance carpets. Three times a year: Dust wall surfaces within 70 inches of the floor, vertical surfaces and under surfaces. Clean metal and marble surfaces in lobbies. Wet mop or scrub garages. Twice a year: Wash all interior and exterior windows and other glass surfaces. Strip and apply four coats of finish to resilient floors in toilets. Strip and refinish main corridors and other heavy traffic areas. Annually: Wash all venetian blinds and dust 6 months from washing. Vacuum or dust all surfaces in the building of 70 inches from the floor, including light fixtures. Vacuum all drapes in place. Strip and refinish floors in offices and secondary lobbies and corridors. Shampoo carpets in corridors and lobbies. Clean balconies, ledges, courts, areaways and flat roofs. Every two years: Shampoo carpets in all offices and other non public areas. Every five years: Dry clean or wash (as appropriate) all drapes. As required: Control pests as appropriate, using Integrated Pest Management techniques. Building Information Sheet Total Square feet of area to be cleaned - 7171 square feet 1st floor square feet of area to be cleaned - 2176 square feet 4th floor square feet of area to be cleaned - 4995 square feet Bare floor square feet - 2700 square feet Carpeted areas square feet - 4471 square feet 2 Restrooms - 1 men?s 1 women?s Water closets, sinks, urinals - 12 total Windows in space - 16 Venetian blinds on all windows Main entrance (reception area) - 91 square feet Storage space (1st floor) - 273 square feet ADP space (1st floor) - 130 square feet Note: There is no on-site storage for contractor provided supplies and equipment (e.g. janitor storage closet). Mechanical Requirements MECHANICAL, ELECTRICAL, PLUMBING: GENERAL The Lessor shall provide and operate all building equipment and systems in accordance with applicable technical publications, manuals, and standard procedures. Mains, lines, and meters for utilities shall be provided by the Lessor. Exposed ducts, piping, and conduits are not permitted in office space. HVAC Use: There is a 3-ton supplemental special purpose unit in the ADP room. This unit needs to be maintained monthly. Equipment performance for this unit shall maintain space temperature control over a range of internal load fluctuations of plus 0.5 Watt/sq.ft. to minus 1.5 Watts/sq.ft. from initial design requirements of the tenant. Schedule outage with onsite personnel. All other space is cooled/heated by the airport personnel and not the responsibility of the contractor. Electrical: The contractor is responsible for meeting the applicable requirements of local codes and ordinances. When codes conflict, the more stringent standard shall apply. Any electrical problems in the space shall be the responsibility of the contractor. Plumbing: The contractor is responsible for any plumbing issues that arise in the space, to include but not limited to, toilet/sink/urinal stoppages, water leaks, etc. Lighting: Provide light bulbs, tubes, ballasts and starters for replacement as needed. Modern, diffused fluorescent fixtures using no more than 2.0 watts per ANSI/BOMA Usable square foot shall be provided. Such fixtures shall be capable of producing and maintaining a uniform light level of 50 foot candles at working surface height throughout the space. Tubes shall then be removed to provide 30 foot candles in portions of work areas other than work surfaces and 1 10 foot candles or minimum levels sufficient to ensure safety in non working areas. Exceptions may be granted by the GSA Buildings Manager. When the space is not in use by the Government, interior and exterior lighting, except that essential for safety and security purposes, shall be turned off. Building entrances must be lighted. Ballasts are to be rapid start, thermally protected, voltage regulating type, UL listed and ETL approved. Lighting fixtures in shower rooms shall be moisture resistant.
