Description
NASA/MSFC has a requirement for 1 ea Ruska Autofloat Dead Weight Calibrator. NASA/MSFC intends to purchase the items from Ruska Instrument Corporation. This recommendation is made pursuant to FAR 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source. Competition is impractical because this instrument is the recommended equipment for calibration of the existing Ruska Pressure Sensor Characterization and Test System. The calibrator and test system are 100% compatible, which will provide accurate and consistent traceability to previous calibrations of the system and also to the NIST Standard. The system has unique characteristics in that the calibrator can be operated in either an absolute pressure mode or gage pressure mode. Another unique feature is the ability to change ranges by selection of piston assemblies yielding incredible accuracies for a chosen range. There is no known calibrator that can meet the accuracy requirements and the ability to provide these accuracies in either a gage mode or absolute pressure mode for calibration of the Ruska Pressure Sensor Characterization and Test System. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 3:30 p.m. local time on May 8, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
