- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and as supplemented with additional information included with this notice. Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-13. This procurement is 100%t Set Aside for Small Business. All responses from responsible sources will be fully considered!! The resulting contract will be a firm fixed price contract. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. All quotes must referencee the Request for solicitation number USZA92-03-T-0025. This Requirement is Solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-13. It is the Contractor?s responsibility to be familiar with all applicable clauses and provisions. The Standard Industrial Code (SIC) is 3799. The North American Industry Classification System Code (NAICS) is 336112. Size Standard is 1000 employees. The Tractor and Utility Vehicle shall meet the following minimum specifications: TRACTOR: Four (4) Wheel Drive with Disk Braking System; Tires suitable for Turf and Pavement; Rollover Protection; 26 to 28 Horse Power Diesel Engine with Electric Starting System; Hydrostatic Transmission; Pintle Hooks Front and Rear; Must Weigh at least 3000 pounds (400 Pounds of Ballast Allowable); 63 to 68 Inch Whell Base; 7 to 9 Feet Turning Radius; Standard Hyudraulic System for Steering and Impliments; Front and Rear Lightning; Horn and Back-up Warning. The Utility Vehicle shall meet the following minimum specifications: 6 Wheeled with 4 Rear Wheel Drive; Tires Suitable for Turf and Pavement; 17 to 20 Horse Power Diesel Engine with Electric Starting System; Continuously Variable Transmission (CVT); Enclosed Operator Cab with External Yellow Strobe Light attached to Top; Windshield Wipers; Cab Heater; Cargo Box with Power Tilt; Cargo Box Capacity of 950 to 1050 Pounds; Pintle Hook on Rear; Front Lighting; Front Bumper; and Horn and Back-up Warning. PROVISIONS AND CLAUSES INCORPORATED BY REFERENCE: the following Federal Acquisition Regulation (FAR) provisions are applicable to the acquisition: 52.212-1, Instructions to Offers-Commercial Items October 2000); 52.212-2, Evaluation Commercial Items ( Jan 1999), with the following evaluation factors inserted in paragraph ?a? of the provision: ?Quotes will be evaluated as to the minimum requirements stated herein, price and related factors?. 52.212-3, Offeror Representations and Certifications-Commercial Items (July 2002) and Defense Federal Acquisition Supplement (DFARS) 252.212.7000, Offeror Representations and Certifications-Commercial Items (Nov 1995) are applicable to this requirement and offerors shall include a completed copy of the Representations and Certifications with their offer. The following FAR Clauses are applicable to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items (Feb 2002); 52.212-5 (Dev), Contract Terms and Conditions to Implement Statutes or Executive Orders-Commercial Items (Deviation)(Apr 2003)is hereby incorporated by reference, with the following clauses being applicable to the solicitation: 52.203-6 Alt I, 52.222-26, Equal Opportunity, 52-219-6, Notice of Small Business Set Aside, 52.225-13, Restrictions on Certain Foreign Purchases, 52.222-35, Affirmative Action for Special Disabled and Vietname Era Veterans. 52.222-36 Affirmative actions for Handicapped Worker (29 U.S.C. 793),. 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212), 52.225-3 Buy American Act ? Supplies (41 U.S.C. 10), 52.232-33 Payment by Electronic Funds Transfer, Central Contractor Registration. Additionally, the following clauses are applicable to Defense Acquisitions of Commercial Items Orders Acquisitions of Commercial Items 52.204-7004, Required Central Contractor Registration, 252.212-7001 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Deviation). OFFERS ARE DUE: 5 JUNE 2003. Offerss shall be received at HQ,USASOC, ATTN: AOCO (DAVID F. FOUCHE), FORT BRAGG, NC 28310, not later than 3:00 p.m. EDT, 5 JUNE 2003. FAX submissions will accepted at: (910) 432-9345. Offerors shall include: (1) letter signed by an individual authorized to bind the organization, with a schedule of offered items to include: proposed specifications, proposed delivery performance (Number of Days for Delivery after receipt of Order) and price for the Tractor and Utility Vehicle. (2) completed Representations and Certifications, and (3) acknowledgement of any amendments that may be issued.
