- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is a request for quote. The solicitation number is QA1330-03-RQ-0016 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-13. The National Data Buoy Center (NDBC) Stennis Space Center, MS 39529 intends to purchase 18 each syntactic foam mooring floats. The description of the float is as follows: (1) MATERIAL: The float shall be constructed of syntactic foam. (2) SIZE: The float shall be a 24-inch diameter sphere. The float shall not weigh more than 160 pounds dry. (3) PERFORMANCE: The float shall provide a minimum of 110 pounds of net positive buoyancy at a depth of 2,500 meters. (4) CONSTRUCTION: The float shall consist of two split halves and have a center core sized for 1-1/8 inch nylon 8-strand rope. The two halves shall be bonded using 3/4 inch all thread rod with one regular nut welded on one end, using a regular nut, lock washer and two flat washers, torqued to 100 ft pounds. All hardware will be 316 SST. (5) FINISH: The outer surface of the float shall be smooth and coated with marine grade paint(yellow or orange). All edges and corners are to be rounded to remove any hard corners or sharp edges. (6) TESTING: Documentation of successful testing of the floats shall be provided which clearly demonstrates the performance and construction requirements for the float. (7) DELIVERY: The float shall be delivered within 30 days after receipt of the purchase order along with the testing documents.
