- This is a Sole Source synopsis-/-solicitation for a service prepared in accordance with the Federal Acquisition Regulation (FAR) 5.203, and supplemented with additional information included. This announcement constitutes the only solicitation, The solicitation number for this Request for Quotation is N00244-03-T-0679 .This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-08. This solicitation is issued on Sole Source basis, under Standard Industrial Code Q301.The NAICA Code 611310.FISC San Diego, Ca intends to award, on a sole-source basis, a firm fixed contract to The Kronos Science Laboratory This contract is to fulfill the need of the Government in an on going study to evaluate "Immune Function during Military Operations in Harsh Environments PERFORM SERUM ANALYSIS ON SAMPLES COLLECTED FROM THE ONR SPONSORED "I MMUNE FUNCTION PROJECT" FOR THE STRESS MARKERS CORTISOL,TESTOSTERONE,HIGH SENSITIVITY C-REACTICE PROTEIN,SEX HORMONE BINDING GLOBULIN,DETERMINE THE TESTOSTERONE INDEX AND HEAT SHOCK PROTEIN-70. The Kronos Research Institute has developed the most sensitive and accurate techniques for the analysis of the stress markers Free Testosterone, Cortisol, C-Reactive Protein and Heat Shock Protein-70 available in this country. Since these stress markers are measured longitudinally in the study participants, it is critical that the between-subjects variability be minimized to the greatest extent possible. The Kronos Institute has developed state-of-the-art technologies which provide the lowest within and between assay coefficients of variation and provide the "best estimates" for these stress markers available. Minimizing assay variability is crucial to this project because of the repe ated measures aspect of the study. Justification for other than full and open competition is FAR 6.302-1, Only one source. Proposed contract action is for services for Naval Health Research Center, SAN DIEGO.. FAR 204-7004 Required Central Contractor Registration, applies to all solicitations issued on or after 6/1/98.
