Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Central Administrative Support Center (CASC), intends to enter into a sole-source purchase agreement with Edaw, Incorporated (Dr. Michael Downs) to conduct community profiles in St. Thomas and St. John, USVI. The proposed work is to collect demographic, cultural and economic information to strengthen the management, protection and conservation of marine resources in the U.S. Caribbean. Scientists will assess the level of fishing-dependency of these communities and conduct an ex-post socio-economic evaluation of the performance of the Marine Conservation District (i.e. marine reserve). The only known available source for this study is Edaw, Incorporated (Dr. Michael Downs). Organizations capable of providing these services should send a statement to the Contracting Officer documenting the name of the firm, address, telephone number, point of contact and their capability to meet this requirement (detailed data on the proposed resources and experience). Information may be faxed to (816) 426-7530. Failure to provide the required information will deem your request, non-responsive. The Contracting Officer will make a determination, based on information received, if it is in the Governments best interest to issue a solicitation. This is not a request for proposals and there is no solicitation available. The Government reserves the right to solicit offers based on responses received from this notice. The anticipated award date is within 25 days after the date of this notice. This is not a small business set-aside.
