The United States Government, represented by the Department of State, is seeking proposals (Standard Form 171's or OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. Submissions shall be in accordance with the attached information at the place and time specified. GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR BACKGROUND: This position is located in the U.S. Embassy/Narcotics Affairs Section (NAS), Bogota, Colombia. Proposed position would assist the NAU Deputy Aviation Advisor to oversee all non-Pilot crewmember and maintenance training, and to supervise the armament program. STATEMENT OF WORK A. Oversee the development and implementation of a Comprehensive non-pilot crewmember training and Standardization program for the NAU; B. Provide academic and practical instruction to USG, Contractor and host nation non-pilot crewmembers, as Required. Training includes the full range of theory, Formal classroom instruction, and practical application. Apply the fundamentals of instruction, as listed in the U.S. Federal Aviation Administration (FAA) flight instructor's Handbook, during flight training. Demonstrate the standard Method of accomplishing tasks in accordance with the Appropriate aircrew training manual (ATM) or training Program of instruction; C. Provide instruction to and/or evaluate contractor Maintenance and armament instructors, contractor maintenance And armament personnel, and host nation maintenance and Armament personnel on the Department of State (DOS) INL/A Non-pilot training and standardization program. Training Includes instruction in DOS operating, rules, maintenance And armament manuals, use of the guide to aviation training And standardization, use of the ATM, and standardization Program management; D. Review and recommend establishment of formal courses of Instruction, including training aids, programs, standards, Directives, and related material, to support the non-pilot Training and standardization program. Through the Contractor non-pilot crewmember instructor(s), establish Training programs to ensure maximum utilization of training Facilities, adherence to training standards, and avoidance Of duplicate training efforts; and E. Perform contract oversight of contractor non-pilot Crewmember training and standardization. Ensure that Contractor mechanics and armament personnel conform to the Standards of the INL/A non-pilot training and Standardization program. Prepare periodic contractor Performance reports for the Government Technical Monitor (GTM). A. A. U.S. citizen, eligible for Department of State security Secret clearance; B. Experience as a maintenance and armament instructor in The training and standardization of maintenance and armament Personnel within a formal non-pilot crewmember training Program in a U.S. military organization; C. Knowledge of U.S. FAA regulations, including, but not Limited to, U.S. Federal Aviation Regulations (FAR) parts 1, 61, 67, 91, 135, 137, 141, 143, and 830; D. Extensive knowledge of and experience in the application Of aerial gunnery techniques and aircraft armament Maintenance programs and procedures used in counter- Narcotics (CN) programs; E. Extensive experience as a training manager in a formal Training program within a medium to large aviation Organization. U.S. military certificate in training Management related to aircraft maintenance and armament Systems is highly desirable; F. A minimum of ten years of experience in the maintenance Of rotary-wing aircraft; G. A minimum of six years of experience in the maintenance And employment of aircraft armament systems used on rotary- Wing aircraft. Experience in hostile fire environments is Highly desirable; H. Bilingual in English and Spanish at the Foreign Service Institute r-2/s-2 level, or the Defense Language Proficiency Test level 2/2; I. Physically qualified to live in Colombia and to engage In frequent in-country travel to and in remote locations; And J. Knowledge and skill in the operation of desktop computer Word processing systems. REQURIED SKILLS/ABILITIES: A. Knowledge of tactical employment of rotary-wing aircraft In a CN operation, including capabilities, limitations and Techniques of employment regarding NAU rotary wing aircraft; B. Ability to demonstrate aeronautical knowledge and skill Via oral/written/flight performance evaluations and Examinations in accordance with established DOS INL/A non- Pilot crewmember training program; C. General knowledge of rotary-wing aircraft maintenance, Armament and aerial gunnery practices and procedures; D. Knowledge of FAR is highly desirable; E. Experience in aircraft maintenance and armaments as a Quality control supervisor in either a civil or military Aviation program is highly desirable; F. Ability to perform assigned duties with a minimum of Supervision and to take the initiative as a self-starter; And G. Ability to deal with Colombian counterparts in a program That is of extreme importance to the governments of both our Nations. SUPERVISION RECEIVED/CONTRACT ADMINISTRATION: A. The contractor shall work under the supervision of the NAU Deputy Aviation Advisor; B. The NAU Deputy Aviation Advisor, American Embassy, Bogota, Colombia, shall be delegated as the Government Technical Monitor (GTM); C. The GTM is authorized to act for the Contracting Officer In matters concerning technical clarification, inspection And, after concurrence by the Contracting Officer, Acceptance of the contractor's performance under the Contract, including preparation of receiving reports, and Authorization of progress payments, when appropriate. The GTM will coordinate all work with the contractor and review Contractor's performance at significant stages of its Development; and D. In no instance, however, shall the GTM be authorized to Alter and/or modify the specifications or the contract terms And conditions, or waive the government's requirement, Price, or other terms and conditions, as it is only the Contracting officer that can authorize such changes in Writing. Guidelines: guidance is provided from Federal Government And DOS contracting and procurement regulations. Since These guidelines do not consider the operational setting of Colombia, with its ongoing internal war, constant physical Danger and frequently remote sites where the NAU must Conduct operations, the incumbent is required to demonstrate Great originality, resourcefulness and ingenuity. The Incumbent will often need to initiate or substantially Modify methods and procedures, which could result in Significant program changes. Complexity: the contractor performs non-pilot crewmember Training and standardization oversight of contractor and Host nation mechanics and armament personnel operating in Colombia. The position is responsible for developing Training programs, plans, policies, and procedures for INL/a. The contractor coordinates recommendations from Managers and maintenance personnel, consults with the NAU Deputy senior aviation advisor regarding ongoing projects, Provides guidance to contractor and host nation maintenance And armament personnel, and oversees implementation of the Program. Continuous analysis of ongoing programs is Necessary in order to determine the requirement for new Policies and procedures that will improve the efficiency, Effectiveness and safety of aviation operations in support Of the CN mission. Scope and effects: carrying out of the assignments may Involve extensive analysis and investigation to detect and Resolve problems that could impact adversely the Effectiveness of future international narcotics control Programs. Personal contacts: contacts will be made with all Levels of host government personnel, particularly in the Colombian National Police (CNP) and the Colombian army. Purpose of contacts: the incumbent serves as the NAS Liaison with the CNP concerning implementation of the Project, and must often use persuasion, diplomacy and Cooperative relationships with contacts in order to further USG goals. Language proficiency: the incumbent must possess fluent Spanish as noted above. The person selected for this position must be able to carry on technical and social conversations, as well as be able to take effective notes at appropriate times for subsequent report writing. EVALUATION CRITERIA: Factor 1. Knowledge of tactical employment of rotary-wing aircraft in a CN operation, including capabilities, limitations and yechniques of employment regarding NAU rotary wing aircraft. Factor 2. Ability to demonstrate aeronautical knowledge and skill via oral/written/flight performance evaluations and Examinations in accordance with established DOS INL/A non- Pilot crewmember training program. Factor 3. General knowledge of rotary-wing aircraft maintenance, armament and aerial gunnery practices and procedures. Factor 4. (Past Performance). Offeror?s previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references). COMPENSATION: Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated. III.
