Description
The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), anticipates awarding and Indefinite Delivery Indefinite Quantity Contract for providing bridge inspections, investigations, inspection reports and associated engineering services with Federal Land Management Agencies (FLMA) such as the National Park Service (NPS), U.S. Forest Service, Fish and Wildlife Service, etc. located principally, but not exclusively, within the south central and western United States. Bridge inspection work will include providing initial, routine, in-depth, special and/or underwater and other structure safety inspections. The purpose of the inspections is to complete structure safety and underwater inspections, and provide reports to the FHWA as per National Bridge Inspection Standards (NBIS) and/or the FHWA Federal Lands Highway Bridge Inspection Program guidelines as directed. In-depth inspections may include use of an Under Bridge Inspection Vehicle. The field inspections shall be conducted by a team that meets the requirements set forth in the NBIS. The team shall use equipment and vehicles necessary to perform inspections to FHWA standards, and the firm will supply these items if not provided by FHWA. Measurements and photographs shall be taken as outlined by Federal Lands Highway guidelines, or as directed by FHWA. The inspection reports shall be in a specified format as directed, and shall be prepared using software provided by the Government. Each report may include updated NBI and NPS data, a condition assessment of the structure and its components, identification of problems, photographs, CADD sketches draft recommendations for repair or replacement including itemized cost estimates, load rating calculations, recommendations of further studies needed, and other data or pertinent information as specified by FHWA. The data files and original copies of reports and other deliverables will be the property of the FHWA. Final approval of the structure condition assessment will be made by the firm, and final approval of the recommended work and cost estimate will be made by FHWA. This procurement is made under the North American Industry Classification Code 541330 and is open to all business concerns. Architect-Engineer selection procedures will be used and selection will be non-project specific through the pre-selection and interview stage. The following professional disciplines are required to be on the team of the A/E or qualifying subcontractors thereof: Project Manager, Inspection Team leader (PE or other qualification), Professional Engineer (underwater inspections), Diver (qualified for underwater inspections), Engineer/Technician, Clerical. The selection criteria are listed below in equal importance. (1) Specialized experience and technical competence of the firm in providing bridge inspections, investigations, reports, and associated services. (2) Professional qualifications necessary for performance in the type of services required. (3) Capacity to accomplish the work in the required time. (4) Past performance on contracts with Government Agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Firms must submit references for past performance that include a Point of Contact, and current telephone and facsimile number; and (5) Location of the firm?s office in the south-central portion of the United States, where the predominant amount of inspection work will be located, principally within the states of Tennessee and Mississippi. The successful firm will be awarded and IDIQ based solely on data contained in the Standard Form SF-254s and SF-255s and interviews of pre-selected firms. (Forms can be downloaded from www.arnet.gov/far) Once the interviews are complete, the IDIQ will be negotiated, and Task Orders (TO) will be issued as specific project needs are identified. This contract will be for an initial 1 year period with options to extend for four additional 1 year periods. The IDIQ contract and Task Orders awarded will be either firm-fixed-price, cost plus fixed fee or other appropriate contract type. The minimum guaranteed contract amount is $3,0000.00 per year and the estimated maximum contract amount is $2,500,000 per year. No solicitation package is available. Interested firms having the capabilities for this work are invited to submit separate SF 254s for the prime and each subcontractor or joint venture firm, and a single SF 255 for the proposed team, including subcontractors and joint venture firms, by addressing a transmittal letter to the office shown. Joint Ventures must also submit a copy of Joint Venture Agreement. The SF 254 and SF 255 should be complete per the instructions on the forms. Part 10 of the SF 255 may be expanded, if necessary, to address the selection criteria fully. Submittals are due June 6, 2003, by 3:00 PM in suite 310B, local time, at the Federal Highway Administration address listed above. Clearly label the submission with reference DTFH71-03-R-00005 in a prominent location on the submission. All firms will be notified of the results of the pre-selection approximately 45 days after the closing date. Although this solicitation is open to all firms, the following is provided for minority, women, and disadvantaged business enterprises only: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provided accounts receivable financing. The maximum line of credit is $500,000.00.
