Description
NA This is a Market Survey for sources sought to compete a Five Year, Firm Fixed Price Indefinite Quantity, Indefinite Delivery contract for an upgraded version of the AN/AVR-2A(V) Laser Detecting Set (LDS) NSN: 5865-01-346-4772. The Army has detailed techni cal data and limited data rights for the current production LDS only. The current source for the AN/AVR-2A(V) is Goodrich Corp., CAGE Code 8F963. The upgraded LDS must be form, fit and function interchangeable with the current production LDS and be capab le of utilizing existing AN/AVR-2A(V)aircraft A kit wiring. The spectral bandwidth of the upgraded LDS need not be identical to the production LDS but must be capable of detecting all laser threats detected by the production LDS. All performance paramete rs of the production LDS, including spectral sensitivity, must be met or exceeded. Certain performance parameters must be exceeded, including at least two times improvement in probability of detection and at least a 100 times improvement in the laser range finder (LRF) and laser target designator (LTD) channels such that only coherent laser light will be processed. Also, the upgraded system shall be capable of two degree angle of arrival accuracy in the LRF and LTD modes. The upgraded LDS must be capable of detecting, processing and displaying all known laser beamrider (LBR) threat signals. In addition to the AN/APR-39A/B analog video and MILES/AGES interfaces, the upgraded LDS shall be capable of interoperability with other aircraft ysstems via MIL-STD-155 3B and RS-422 interfaces. The upgraded Comparator, Interface Unit (IFU) must be capable of supporting LDS configurations of four or six sensor units. The ugraded sensor unit (SU) shall be aerodynamic and be capable of operating in a rain environment at 2 00 knots without damage or water intrusion. It shall have a volume reduction of at least 60 percent and weight reduction of at least 50 percent under that of the production SU. Each SU shall have its own 29 VDC power supply and not receive power from the IFU. The mean time between failures (MTBF) of an LDS configuration consisting of one IFU and four SU's shall be at least 2,500 hours. Potential offerors are requested to submit a statement of their interest along with a brief discription of their proposed approach and experience in the design and production of tactical laser detection sets. The statement shall be submitted within 21 day s of the publication of this announcement. Responses should be addressed to Commander, USACECOM, RDEC, ATTN: AMSEL-RD-IW-ET (Lunden) or via e-mail to robert.lunden@mail1.monmouth.army.mil. Technical questions related to this market survey may be directed to Robert Lunden at (732) 427-4136, FAX (732) 532-5570.
