Description
NA PROJECT INFORMATION Solicitation No. DACA45-03-R-0036 On or about 28 May 2003, this office will issue Request for Proposals the design and construction of 37th B1-B SQUADRON OPERATIONS FACILITY, FXBM 99-3001, ELLSWORTH AFB, SOUTH DAKOTA. This solicitation will close on or about 27 June 2003. This solicitation is unrestricted and open to both large and small business participation. A site visit and pre-proposal conference will be held at the Officer's Club, Dakota's room, at 2838 Arnold Drive, Ellsworth AF B on 12 June 2003. The conference will be held from 9:00 a.m to 12:00 noon. The project site visit is scheduled to follow the conference. All contractors must contact the Ellsworth AFB Resident Office, CENWO-CD-BH-E, U.S. Army Corps of Engineers, P.O. Box 669, Box Elder, South Dakota 57719, Telephone: 605-923-2983 or Fax: 605-923-2558 minimum 5 work days in advance of scheduled site visit and pre-proposal conference date to coordinate access to the base. DO NOT submit requests for plans and specificatio ns to the site visit personnel listed above. See Ordering below. The work will include the following: Approx. quantities Project Description: Design and construction of a new 1 story 58,000 SF Squadron Operations Facility. This new facility includes re inforced concrete foundation and floor slab, reinforced masonry bearing walls with brick veneer, standing seam metal roof system, utilities ie. water supply and distribution, gas supply and distribution, sanitary sewer and landscape irrigation, parking are a for 430 privately-owned and visitor vehicles, turf and landscaping, Bldg HVAC with temperature controls, fire detection and alarm system, wet-pipe fire sprinkler system, exterior electrical power distribution, interior electrical power and lighting, buil ding lightning protection, demolition of four facilities, 45,000 square feet, building force protection, and all other necessary support. Proposal Evaluation: Award of this project will be based on the best value approach considering technical evaluation f actors and price. An adjectival method of evaluation will be used to evaluate the technical evaluation factors. All technical factors excluding price when combined, are approximately equal to price. The technical evaluations factors include: Design Exper ience; Design Personnel; Past Performance (Design); Construction Experience; Past Performance, Construction; Construction Personnel; and Project Management Plan. Price will be subjectively evaluated considering Best Value and Realism. The estimated constru ction cost of this project is between $10,000,000 and $15,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, s hall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2003: a. Small Business: 57.2% of planne d subcontracting dollars. b. Small Disadvantaged Business: 8.9% of planned subcontracting dollars*. c. Women Owned Small Business: 8.1% of planned subcontracting dollars*. d. Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. e. Hubzones : 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Procee d. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The RFP plans and technical criteria/specifications are available on Compact Disk CD-ROM an d will be provided free of charge. It has been determined that the number of Compact Disks be limited to one per firm. RFP Plans and technical criteria Specific ations will not be provided in a printed hard copy format.
