Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is Q8304034212 and is issued as a Request for Quotations (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13, dated April 17, 2003. This solicitation is set-aside for small business. The North American Standard Industrial Classifications System code is 324121 and the small business size is 500 employees. The requirement is to furnish 35,000 gallons of Polymer Modified Cationic Rapid Set Asphalt Emulsion (PMCRS-2H). The PMCRS-2H asphalt emulsion will be loaded into 5,000-gallon bulk containers and will include a propane heating equipment. Delivery is F.O.B. Hilo, Hawaii by June 30, 2003. The following FAR provisions and clauses are applicable to this solicitation: Provisions at 52.212-1 (Instructions to Offerors-Commercial Items); 52.212-2, (Evaluation-Commercial Items); 52-212-3 (Offeror's Representations and Certifications-/Commercial Items); 52.212-4 and 52.212-5 (Contract Terms and Conditions Required to Implement Statues or Executives Orders-Commercial Items) which includes the following clauses: 52.203-6, Alt. 1, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36. 52.222-37, 52.225-1, 52.225-13 and 52.232-34. Box 52, Hawaii National Park, HI 96718 or fax to (808) 985-6107. A completed copy of FAR 52.212-3 (Offeror Representations and Certifications-Commercial Items) must be included with the quotation. The Government will evaluate the quotations based on delivery date and price. The due date and time for receipt of quotations is May 30, 2003, 4:00 PM, Hawaiian Standard Time.
