Description
NA N00244-03-R-0035 is being issued as a Request for Proposals under full and open competition. The applicable NAICS code is 611699. The small business size standard is $6 million. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. A written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 13. This requirement is for emergency medical technician basic (EMT-B) training services. Contractor must provide 36 seats per class with a minimum of 6 classes per year. The course shall be in compliance with the most current edition of the Department of Transportation's EMT-Basic National Stan dard Curriculum. The proposed contract will be an indefinite delivery, requirements, firm fixed price with a base year and four option years for the Naval Medical Center, San Diego. The proposed period of performance for the base year is 1 October 2003. Contact the contract specialist for a copy of the following: Section B, Statement of Work and Area Wage Determination. IMPORTANT: DFARS 252.204-7004 Central Contractor Registration (CCR) is required. Lack of registration in the CCR will make an offeror ineligible for award. FULL TEXT OF THE CLAUSES CAN BE ACCESSED VIA THE INTERNET AT http://www.arnet.gov or http://farsite.hill.af.mil FAR 52.212-1, Instructio ns to Offerors - This provision contains the guidelines for submission of proposals. FAR 52.212-2 Evaluation of Commercial Items (a)The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (A) technical capability; (B) past performance and (C) price. To determine technical capability, (1) offerors must provide evidence that their national registry exam average pass rate, over the last 3 years meets or exceeds the national registry pass rate average of 70% for EMT-B; (2) remediation policy must be in compliance with the SOW and a copy of the remediation policy must be provided;(3) classroom facility must accommodate 36 seats per class and must be within 30 mil es of the Naval Medical Center San Diego;(4)Instructors must either be a physicians assistant or state certified paramedic; (5) offerors must provide proof that curriculum meets DOT's EMT-B 110 hour National Standard Curriculum guidelines. Under the technical capability factor, offerors will be determined technically acceptable or unacceptable. Those offers that are determined technically unacceptable will not be further evaluated. For factor B, past performance, provide data on your two most recently completed (not to exceed 3 years since completion) federal government contracts for similar services. If you do not have federal contracts, you may provide state, local or commercial contracts. Provide the contract number, date of contract, point of contact and telephone number. (C) Pricing: offerors must provide current pricing for each CLIN. Offers that take exception and d o not meet the Government's requirement may be determined to be unacceptable and not considered for award.
