Description

The Securities and Exchange Commission (SEC) intends to award a sole source contract to Nooralian Nelson and Associates for the design and purchase of an additional generator for backup electrical power at its Operations Center located at 6432 General Green Way in Alexandria, Virginia. The current backup generator does not have the capacity to handle the additional power demand if the SEC would need to re-constitute its office at the Operations Center in the event of a catastrophic event in Washington DC. It is essential to redesign the facility to house a second generator and to have the architectural, electrical and civil plans completed to allow for an immediate changeover from the local power grid to generator power. Nooralian Nelson designed the base building structure and performed interior design for the SEC in the initial build out and subsequent modifications to the Operations Center building. No other firm would possess the knowledge of the Operations Center building that would allow them to immediately begin work. The Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302 (Unusual and Compelling Urgency). A determination not to compete this proposed contract based upon responses to this notice is solely considered to be within the discretion of the Government.
