Description
NA The Aviation Applied Technology Directorate (AATD) intends to procure Scientific, Professional, and Other Technical Services (SPOTS IV) to augment support for its mission. AATDs mission is to perform research, development, engineering and technical serv ices for development and fielding of aviation and aviation related systems. This work includes but is not necessarily limited to design, modeling and analysis, and contingency operations fabrication, and testing in a variety of technical disciplines. F uture support to developmental and fielded systems is expected to require a high level of specialization and expertise in state-of-the-art and emerging technologies such as: AERODYNAMICS (Advanced Airfoil, Structural Design, Analytical Tools, Rotor Body In teractions); VEHICLE MANAGEMENT STSTEMS (Helicopter Handling Qualities, Integrated Flight, Fire & Fuel Controls, Crewstation Design, Dynamics, Vibration Control, Rotor Stability, Acoustics, UAV Operations) STRUCTURES (Structural Integrity, Light Weight Str uctures, Inspection/Manufacturing, Advanced Composite Materials); SUBSYSTEMS (Detectability, Vulnerability/Safety, Reliability/Maintainability, Combat Maintenance, Logistics Technology, Advanced Radar, IR, and Electro-optic Countermeasures, Frequency agile laser protection, Mission Equipment, Health & Usage Monitoring/ Diagnostics, Target Acquisition, Ground Support Equipment, Avionics); and POWER SYSTEMS (Engines, Drive Systems). It is anticipated that programs will be formulated through long-range plann ing and also those of short duration with limited time for advanced planning. A single indefinite quantity/indefinite delivery contract with a preponderance of the orders being cost plus fixed fee except for any production orders that will be solicited as firm fixed price. The planned period of performance for this effort is 60 months, $35 Million with an anticipated award date of 29 Aug 2003. The successful offeror will be expected to be able to handle classified information up to and including secret a nd have a current SECRET facility clearance and storage capability. In conjunction with a sample task, the Government will provide a report that is subject to export controls. See Note 8. DD Forms 2345 must be submitted via fax number (757)878-0008 to N annette Cicolini who, upon verification of eligibility, will provide the export controlled technical data. The RFP will be made available to potential offerors, not sooner than 15 days following publication in FedBizOps, on the AATD web site at the follow ing URL: http://www.aatd.eustis.army.mil in the section marked How we do Business, Open announcements and solicitations. The anticipated date of availability is 23 May 2003. This action is 100% small business set aside and will not be open to the parti cipation by foreign firms. The North American Industry Classification System (NAICS) code applicable to this procurement is 541710, the size standard for which is 1500 employees. Oral presentations and review of sample task proposals will be utilized for this procurement. The written past performance information required for the proposal shall be provided to the Aviation Applied Technology Directorate, ATTN: Contracting Division (Nannette Cicolini), Building 401, Lee Blvd, Fort Eustis, Virginia 23604-5 577 two weeks after solicitation issuance. All responsible sources may submit a proposal, which if received timely, shall be considered by the agency. Notes 1, 8, and 26 apply.
