NA This procurement is advertised as a 100% HISTORICALLY BLACK COLLEGES AND UNIVERSITIES (HBCU) SET-ASIDE. The U.S. Army Corps of Engineer District, New Orleans, has a requirement for Professional Services, in support of the Atchafalaya Basin Floodway System Project Flat Lake Water Management Unit-Preliminary Planning and Investigation. The Corps intends to award one (1), Firm-Fixed Price contract as a result of this solicitation. The term of the contract will be approximately 270 days from date of contract award. The award will be based on the best value to the Government considering price and other factors. Proposals will be rated according to the following evaluation factors and are listed in order of importance: Technical Specialized Experience, Past P erformance and Price. Within the Technical Specialized Experience evaluation factor the following sub-factors will be considered and are listed in order of importance: 1. Professional qualifications including education, work experience, and professional registration status (if applicable) of all personnel designated for work on this project: (a) Offeror shall designate who will serve as Project Manager and Assistant Project Manager along with a current resume for each; (b) The offeror shall identify all key personnel proposed for this contract. In addition, the offeror will document the previous experience of the organization and key personnel in working together on projects of similar scope and magnitude. 2. Offeror should have general knowledge and experience in the arena of wetlands restoration (swamp/wetland dynamics), plan formulation, cost estimating, project implementation, and public involvement. Specialized: 1. Offeror should be proficient in accomplishing needs analysis and Historical Inven tory Assessment necessary for the required level of plan formulation. 2. Offeror should have experience in plan formulation for wetlands restoration with alternate solutions and development of implementation strategies. 3. Offeror should have extensive experience in soliciting, coordinating, and conducting public meetings, public involvement, and professional report preparation. 4. Offeror shall be familiar with the geographic area of the work to be performed and knowledge of the locality and unique cul ture of the Region.
