Description
NASA/MSFC plans to issue a Invitation For Bid (IFB) for project entitled "Paint Level 17 Up To The Top Of Level 26 Of Test Stand 4670". The work to be performed under this contract consists of providing the labor, equipment, and materials to paint level 17 up to the top of level 26 of Test Stand 4670, including; all structural framing, access platforms, handrails, gratings, and siding enclosing level 22 ( excluded are: tanks, pressure vessels, piping, tubing, hofman boxes, lighing fixtures, conduit, etc.) All paint will be provided as Government Furnished Material. The Contractor will be responsible to collect all surface preparation debris generated as a result of this project. The contractor will place this debris in government furnished barrels and the government will be responsible for testing and disposal. As and added alternate, the contractor will make a proposal to paint the derrick crane atop Test Stand 4670. The contractor's work schedule will be coordinated on a weekly basis with the user representatives. All work will be accomplished in accordance to the job specific Specification Titled; FWR 378968, PAINT TEST STAND 4670, LEVEL 17 TO 26 AND TSRC 4 (TSRC 4 will be provided to bidders on a CDROM). The order of magnitude for the procurement is between $250,000 to $500,000 including Alternate 1 and the effort shall be completed within 150 calendar days after notice to proceed. This procurement is part of the Small Business Competitiveness Demonstration Program. This procurement is Full and Open Competition. The NAICS Code and small business size standard for this procurement are 238320 and 27.5M, respectively. The anticipated release date of the IFB is on or about May 21, 2003 with an anticipated offer closing date of on or about June 20, 2003. The firm date for receipt of bids or proposals will be stated in the IFB. All request for bid packages must be in writing and contain the complete company name, address, and phone/fax numbers. Request for IFB packages should be made to the below listed personnel. All responsible sources may submit a bid which shall be considered by the agency. Safety records of the prime contractor and subcontractors will be a consideration at award time and the prime contractor must have an EXPERIENCE MODIFICATION RATING (EMR) OF 1.0 OR LESS AND PROOF INCLUDED WITHIN THE BID PACKAGE. THE PRIME SUBCONTRACTOR'S EMR RATING SHALL BE NO MORE THAN 1.1. An ombudsman has been appointed -- See NASA Specific Note "B". FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit has been scheduled for - May 29, 2003 at 10:00 AM. (c) Participants will meet at-The guard shack at the intersection of Dodd Road and Saturn Road. (End of Provision) All contractual and technical questions must be submitted in writing.
