Description
The purpose of this amendment is to 1. Extend the due date of proposals to June 2, 2003 (time and place remaining unchanged); and 2. To provide the following clarification to the BAA: Per the statement in paragraph 3 of Section 1 of the Proposer Information for BAA 03-22, the Government intends to coordinate the fabrication and radiation testing of the devices designed under this program. In doing so, the Government intends to pursue the most efficient and cost-effective vehicles to arrange such operations, such as coordination and assembly of multi-project reticles. While not certain, there is a very high probablity that such operations will be acquired for access by program participants. However, there is a possibility that such operations cannot be cost-effectively arranged and acquired. Therefore, as appropriate, offerors may propose to include either or both (fabrication and test) as part of their proposals. These costs should be included as separately priced options. Offerors are not compelled to make such fabrication arrangements and no preferences will necessarily be given to those that do so. Testing is analogous. The Government intends to see that all testable devices fabricated under this program are unambiguously tested for performance relative to the radiation criteria contained in the BAA. Offerors may wish to perform or arrange these tests themselves. If so, then the costs should be included as options. If minimal or no testing is included in an offer, this should be clearly stated. Regardless of the eventual organization performing test, any specialized costs associated with rediation testing of the proposed design devices should be included, such as test fixtures, packaging, shipping, etc.
