Description
The Headquarters United States Special Operations Command (HQ USSOCOM) in Tampa, Florida is seeking qualified proposals from Hub Zone small businesses in the areas of cost research, estimating and analyses. The mission is to assist the Acquisition and Logistics Center in providing timely, informed, and useful cost products to program managers and decision-makers in support of system acquisitions, as well as system operations & support (O&S). The minimum effort shall be one analyst for one half person-year off-site for HQ, USSOCOM. Expertise is required in the areas of: data collection and analysis (i.e. technical, programmatic and actual costs); identification and/or develop cost factors (e.g. engineering change orders, initial spares, initial cadre training, unit level consumables, maintenance/repair rates, replenishment spares, etc.) for use on Special Operations Forces programs/commodities. c) Cost estimates using generally accepted methodologies such as: (1) Grass Roots/Engineering Build-Up; (2) Analogy; (3) Parametric; Independent Assessments of Program Office Cost Estimates; Cost Estimating Model Development; e) Risk Assessments/Modeling f) Earned Value Management (EVM) Analysis. Data collection, analysis, cost factor identification and development efforts are intended to support future analogous estimates and cost reduction efforts. All cost estimate products must be realistic, reasonable, complete and defensible. The effort contemplated is labor intensive. Temporary travel may be required during the performance of this contract of which the Joint Travel Regulation will govern. This procurement is subject to a 100% Hubzone set-aside with registration and certification requirements by the appropriate SBA office. See number note 27. The North American Industry Classification System (NAICS) assigned to this effort is 541330. The solicitation will be issued with the resulting contract as a base year award with 4 one-year options. This shall be a best value source selection with the criteria established in Section M of the solicitation. The RFP is expected to be released on 2 June 2003 using EDI only with a 15-Day response time. No hard copies of the RFP will be available.
