- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is unrestricted and all responsible Parties may submit a quote. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) each Charge Coupled Device (CCD) Camera System for use by NIST?s Process Measurements Division to detect Raman scattered radiation from compound semiconductors and other weakly scattering materials. All interested parties shall provide a quote for the following line item: ****LINE ITEM 0001: Quantity one (1) each Charge Coupled Device (CCD) Camera System consisting of a detector head, controller, software, and hardware with the following required specifications: DETECTOR HEAD: Back-Illuminated, grade 1; Deep Depletion CCD sensor; Etalon fringe suppression process performed during CCD sensor fabrication (not post-fabrication); All metal, hard vacuum-sealed detector head with single quartz window with at least a five (5) year warranty on the vacuum seal; Thermo-electric cooling; Minimum operating temperature: 20 degrees C air cooling: less than or equal to -75 degrees C; 10 degrees C water cooling: less than or equal to -90 degrees C; Pixel Format: greater than or equal to 1024 by greater than or equal to 256; Pixel Dimensions: less than or equal to 26 by less than or equal to 26 microns (square); Typical Pixel Well Depth: greater than or equal to 700,000 electrons; Readout Register Well Depth: greater than or equal to 1,400,000 electrons; Maximum Sensor Readout Noise: Less than or equal to 8 electrons at 31 kHz; Less than or equal to 30 electrons at 1 MHz; Dynamic Range: greater than or equal to 16 bits at 31 kHz readout rate; Linearity: less than, or equal to, 1 % deviation from a straight line fit of a plot of counts vs. signal over the 16 bit dynamic range; Dark Current at -75 degrees C: less than or equal to 1 electron per pixel per second; Gain: 10 electrons/count at 1 microsecond read time; 10 electrons/count at 2 microseconds read time; 7 electrons/count at 16 microseconds read time; 3.5 electrons/count at 32 microseconds read time; Quantum Efficiency at -90 degrees C: Greater than or equal to 50 % at 450 nm; Greater than or equal to 60 % at 500 nm; Greater than or equal to 70 % at 550 nm; Greater than or equal to 75 % at 600 nm; Greater than or equal to 85 % at 650 nm; Greater than or equal to 90 % at 700 nm; Greater than or equal to 90 % at 750 nm; Greater than or equal to 90 % at 800 nm; Greater than or equal to 80 % at 850 nm; Greater than or equal to 65 % at 900 nm; Greater than or equal to 40 % at 950 nm; Greater than or equal to 20 % at 1000 nm; CONTROLLER: Dual 16 bit A/D converters with software selectable readout rates up to and including 1 MHz; Multiple TTL I/O connections from DB25 connector; SOFTWARE: 32-bit spectroscopic and imaging data acquisition software compatible with Windows 95/98/2000/NT; Software selectable CCD readout rates; Software selectable CCD temperature; Software selectable internal and external triggering capabilities; Software drivers for control (grating selection and wavelength setting, slit selection and width setting) of JY Horiba/ISA model HR460 and Acton Research SpectraPro 500i spectrographs; HARDWARE: 13) Shutter with shutter mounting flange and control software; Camera mounting flanges for both JY Horiba/ISA model HR460 and Acton Research SpectraPro 500i 0.5 meter imaging spectrographs. ****DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor?s commercial schedule. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, 3) Past Experience, and 4) Price. Technical Capability, Past Performance, and Past Experience, when combined, are more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Quoters shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ****Past Experience will be evaluated to determine the degree of vendors' experience in successfully providing comparable NIR Cameras for the types of applications described herein. Information on past experience may be obtained from references. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items.
