Description
The National Oceanic and Atmospheric Administration (NOAA) Fisheries Honolulu Laboratory has a requirement for the design and fabrication of self contained camera equipped bait stations which will be deployed to support the assessment, monitoring, and research of bottomfish. These Remote Camera Bait Stations (RCBS) will be deployed at night in water depths from 120-320m from fisheries/oceanographic research vessels or chartered fishing vessels. The bait stations will automatically turn on at predetermined times during daylight hours. This will entail turning on low light video camera(s), four-laser array(s) to provide scale to the video image, and exposing bait to attract fish. Deployments will occur on the submerged banks and atolls of the Hawaiian Archipelago (main Hawaiian Islands and Northwestern Hawaiian Islands), American Samoa, the U.S. Line and Phoenix Islands, the Marianas Archipelago (Guam and CNMI), Johnston Atoll, and Wake Atoll. The contract award will consist of delivery of one first article unit and a minimum order of two production units with related spare parts. A maximum quantity of 25 additional production units may be ordered through 2008. The competitive Request for Proposal (RFP), RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizops.gov/ under RFP number AB133F-03-RP-0060. The RFP is anticipated for release on or about May 23, 2003, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the website as no solicitation documents will be mailed.
