- Description
- The US Department of Energy, Energy Information Administration (EIA), Office of Oil and Gas, Reserves and Production Division, requires detailed domestic oil and gas well data. Specifically, current and historical monthly oil and gas production by well or lease, well drilling and completion data, well completion summary classification data, and geophysical activity data. These data are essential for EIA's ongoing oil and gas reserves estimating program, oil and gas production estimating and forecasting programs, natural gas productive capacity forecasting program, the US PetroSystem (including the National and state well distributions by rate), the Energy Policy and Conservation Act (EPCA) Federal land resource inventory, the National Energy Modeling System (NEMS), and other programs conducted by EIA, DOE, and the National Energy Technology Laboratory (NETL) requiring these data as a primary source. The data must be retrievable by well, reservoir, field, State, year, month, etc. It is DOE's intention to award a sole source contract with a base year and four one year options to IHS Energy Group, 18333 Preston Road, Suite 300, Dallas, Texas 75252. The contractor shall provide EIA with detailed, inclusive, and understandable domestic oil and gas production and well data monthly on CD-ROM, well completion summary classification data monthly via e-mail, and monthly geophysical activity data via e-mail or mail. The contractor is rquired to update continually the data with the latest data available. This is a notice of intent and not a request for competitive proposals. Interested parties that feel they can provide these services may respond by submitting their capability statement, including prices, to the address in this notice. All submissions must be received within fifteen (15) days of the publication date of this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely the discretion of the Contracting Officer. See Note 22
