Description
NA The purpose of this Sources Sought/Market Research is to identify potential sources capable of manufacturing the 20mm MK149 Phalanx Cartridge. The Government Technical Data Package contains the performance specification and top-level drawings. The main c omponents include propellant, case, nose piece projectile, pusher plug assembly, primer, tungsten penetrator, discarding sabot, and link. The performance requirements include Function and Casualty, Muzzle Velocity, Chamber Pressure, Action Time, Accuracy, Environmental Conditions, and Waterproofness. The technical data package (TDP) is classified as ??????Distribution D??????. Distribution Statement D means distribution authorized to the Department of Defense and U.S. DOD contractors only (Critical Techn ology)(Date of Contract Award). This TDP contains technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. violations of these export laws are subject to severe criminal penalties. Disseminate IAW provisions of DoD Directive 5230.25. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the top drawings (See www.dlis. dla.mil/jcp/ for instructions and information). After receipt of required certification, request a copy of the specification and top level drawings via email to schmidtd@osc.army.mil, request must include Cage Code, Company Name, Address, Phone, Email Ad dress and Point of Contact. Respondents to the market survey must have available the facilities and skills required to design and prove out MK149 Phalanx Cartridges. Specific capabilities and skills required to manufacture the MK149 Phalanx Cartridges ar e as follows: Specific production capabilities required include: end item Load, Assemble, and Pack (LAP) to weigh and load propellant and insert the projectile body/assembly into the cartridge case, crimp and gage cartridge chamber height, and link and p ackout; and ballistic test facilities/equipment; case prime machine to insert the primer into the cartridge case, cartridge assembly, sabot and projectile molding and assembly equipment, ultrasonic testing, ballistics testing and packout. Production of th is 20mm cartridge is very complex and requires sophisticated industrial capabilities. Skills required to produce this cartridge include: ammunition process/design engineers, set-up mechanics and operators familiar with the programming and operation of am munition component sub-assembly production equipment and LAP production equipment identified above; toolmakers and machinists to support all production facilities/equipment; certified inspectors, quality control engineers, ultrasonic technicians, metallurg ists, and ballistics test personnel for in-process testing and final inspection, pack-out, First Article Test (FAT) and Lot Acceptance Test (LAT) ballistics testing, and shipment of ammunition products. These critical skills may require an extended period of time to acquire the job knowledge needed to manufacture and provide high quality ammunition in a timely manner. Due to the customers demand for timely deliveries, the producers must be able to complete a First Article Test within 150 days after award and first production to be within 180 days after award. A respondent??????s production capacity must be sufficient to manufacture a total quantity of 100,000 per year. Interested U.S./Canada firms who feel they are capable of manufacturing MK149 Cartridg es are invited to indicate their interest by providing the Government a brief description of summary of their company??????s capabilities, including a brief description of facilities, personnel and past manufacturing experience as it relates to the above c riteria. This is a market survey for planning purposes only and shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
