Description
The U. S. Environmental Protection Agency (EPA), National Risk Management Research Laboratory (NRMRL), Air Pollution Prevention and Control Division (APPCD) has a requirement for technical services related to Quality Assurance /Quality Control (QA/QC). Monitoring and measurement data acquired by EPA must be reliable, valid and of known quality. Evolving EPA QA policy and program specifications require participation in a centrally managed Quality System by all organizational units supporting environmental programs and by organizations performing work on behalf of EPA. The primary goal of the EPA Quality System is to ensure that all environmental programs produce results that are of the type and quality needed, expected for their intended use, and which will support research and development activities on a continuing, quick-turnaround basis. Types of activities to be provided are: (1) Audits; (2) Document Reviews; (3) Laboratory Support and (4) Technical Quality System Development and Support. Evaluations and reviews within a 24-48 hour period may be required. This acquisition will contain the EPA Clause 1552.211-79, Compliance with EPA Policies for Information Resources Management which requires contractors to provide compliant Section 508 services and supplies. The RFP shall be competed on a full and open basis. The EPA anticipates awarding a Cost Plus Fixed Fee, Level-of-Effort type contract. It will comprise a 12 month base period plus four, 12 month option periods of 1,200 hours each, totaling 6,000 potential hours for the base plus option periods. Solicitation No. PR-CI-03-10686 is expected to be issued approximately June 30, 2003 and close 30 days thereafter. It will be available on the internet at http://www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the given web site. Hard copies will only be issued on a limited basis to those eligible firms without internet access. Requests for hard copies shall be mailed, faxed or e-mail to the POC. It is the responsibility of potential offerors to frequently check the site for any amendments. All responsible sources may submit a proposal which will be considered by the EPA.
