- STATEMENT OF WORK Media Services 1. Background The Public Affairs Office is coordinating publicity for the "Rivers, Edens, Empires: Lewis and Clark and the Revealing of America" exhibition opening at the Library of Congress on July 24, 2003, has a requirement for creative and technical media services. 2. Scope The Library of Congress has a requirement for creative and technical media services for the creation and implementation of a video news release campaign to publicize an exhibition opening on July 14, 2003. the contractor shall conceptualize, produce and distribute a video news release to television stations in the top 20 and 30 U. S. markets; develop news feed press releases with localized editorial focus; conduct an extensive telephone campaign to pitch the story before and after the exhibition opening; and submit a comprehensive written market analysis of story placement in U. S. markets based on Nielsen demographics. 3. General Requirements 3.1. The Library of Congress has a requirement for creative and technical media services. Offerors must include relevant experience in the quotations. 3.2. The contractor shall provide a strategic broadcast communications campaign, to be delivered within two weeks after contract award, for local news coverage to achieve nationwide saturation and maximize media placement in the top 20 and 30 markets. Please include both in the quotation. This phase includes a pre-production consultation 3.3. The contractor shall script and produce video news releases (VNRs) and B-roll - utilizing state-of-the-art videography and post-production facilities - to emphasize local interest and relevance. Also, the contractor shall develop localized print releases with local statistics and video news feed information. Localized video news feeds should include information, when applicable, such as local statistics, local sound bites, local interview opportunities, expert commentary, personal testimonials and evocative B-roll. 3.4. The contractor shall provide effective satellite delivery and tape distribution for VNRs with appropriate notification. 4. Specific Requirements 4.1. The contractor shall develop a maximum contact strategy, including an extensive telephone campaign to pitch the story in advance of and following the release date to maximize local coverage. The contractor shall submit the number of staff assigned to this task and the pool of station contacts for the specified number of markets.) This campaign requires a minimum of a 1-2 month follow-up with local media because of the longevity of the exhibition. 4.2. The contractor shall provide a comprehensive market analysis of stories in local and national markets based on Nielsen demographics: The number of stories aired, markets reached, stations airing stories, total viewers and media impressions, length of sample stories in local markets, and airtime cost equivalency. Tracking usage must be submitted in a written report within six to eight weeks from the release date. 5. Deliverables 5.1. The contractor shall deliver the following to the Library of Congress: 1. Strategic broadcast communications campaign; 2. Video News releases; 3. Satellite delivery and tape distribution; 4. Contact strategy; 5. Market analysis. 6. Period of Performance: The period of performance shall be from June 1, to November 15, 2003.
