Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)for NASA/GRC has a requirement for Item 1, Qty. 1 Laser Engraving Cutting and Marking System; Item 2, Qty 1, Documentation; Item 3, Qty 1., Installation, Checkout and Training. Items 1-3 shall meet the following specifications. Item 1, Laser Engraving Cutting and Marking System, Universal Laser Systems, Inc., V460 Laser Platform or Equal. The system shall be capable of: Laser Engraving (with 3 Dimensional option) Laser Cutting Laser Marking Engraving, cutting and marking is to accomplished with the same lens configuration Minimum requirements on size: Minimum laser ?work area? of 24 inches X 18 inches Minimum Table size of 29 inches X 23 inches Table to have imbedded guide rulers. System platform to have both top and front loading access doors. The system is to operate on 110/120 volt 60 cycle power. System to include a computer interface, parallel or USB port, compatible with Windows 2000, and capable of selectable portrait and landscape modes. System to have a digital display and control panel indicating at a minimum: system status indicator laser power control current file name setup and diagnostic menus. Minimum requirements of the Laser System shall be capable of utilizing various wattage CO2, air-cooled, sealed lasers of a "plug-in" modular design that will allow for quick removal and reattachment." System to include a 60 watt CO2 air-cooled sealed laser. System to be rated as class I laser safety enclosure. System to have a X-Y laser beam positioning system that conforms to a class IIIa laser safety classification. System to include proportional pulsing that is matched to the speed of the machine. Minimum requirements for attachments System to include air assist for optics protection. The air assist is to be designed to shoot a stream of air down the laser beam path to provide a positive airflow onto the optics to prevent debris from adhering. System to include a down draft, hold down, work table with ruler guides. This table is to be incorporated into an exhaust venting system that vents the entire work area to the outside. System to include a removable Rotary Attachment to allow for cylindrical rotation. This attachment is to be easily controlled with the included computer controls. Item 2, Documentation The Contractor shall provide one user manual that as a minimum decribes the safe operation of Item 1. Item 3, Installation, Checkout and Training Within 30 days after delivery the Contractor shall install the Laser System at NASA Glenn Research Center. The actual date(s) for installation shall be via mutual agreement. Installation shall occur Monday through Friday, non-Government holidays, 8:00 a.m. to 4:30 p.m. Upon installing the system the Contractor shall checkout the system in the presence of the Government and shall demonstrate that the Laser System meets all the requirements. Upon the completion of the installation the Contractor shall provide training in the safe operation of the Laser System to Government personnel at NASA Glenn Research Center. A minimum of 1 day shall be set aside for performance of the training. Misc. The Contractor shall propose their standard warranty and any technical support that they normally would provide. The prices, if any, and the duration of any warranty and/or technical support these shall be listed separately from Items 1-3 above. If there is a separate cost for these features the Government will decide whether or not to include them in the award. The provisions and clauses in the RFQ are those in effect through FAC 01-13. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333512 and 500 employees respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. Delivery of items 1-3 shall be to the NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, OH 44135 (Receiving, Bldg. 21) and is required within 30 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by 5/15/03, 4:30 p.m. DST to Eunice J. Adams-Sipp, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135 and must include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form attached to this solicitation. Offerors shall provide the information required by FAR 52.212-1 (Oct 2002), Instructions to Offerors-Commercial, which is incorporated by reference. Addenda to FAR 52.212-1 are as follows: None If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (Feb 2002), Contract Terms and Conditions-Commercial Items is applicable. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the product offered meets the Government's requirement. (See 52.212-1 (b)(4)). Best value criteria considered will be warranty and technical support offered. Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. These representations and certifications will be incorporated by reference in any resultant contract. An ombudsman has been appointed -- See NASA Specific Note "B".
