Description
This publication serves as a notice of intent to procure on a sole source basis, with Ossidian Technologies, Ltd., for a period of 1-year. The authority is only one reasonable source 10 U.S.C.2304 (C)(1). This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/HQ intends for Ossidian to expand current SOLAR content offerings to include courses in wireless communications technology. Ossidian, a vendor of the European Space Agency, is the only known source able to provide the type of technical content. The course will provide much needed content for engineering, technical and non-technical staff and management as well as software developers and integrators. Ossidian will allow NASA to load content on SOLAR, without additional use of programming resources or purchase of a vendor specific platform. This allows us to deliver to NASA learners 24 x7 access to this content with out concern for center specific security requirements. Preliminary testing of the Ossidian courses has demonstrated compatibility with NASA systems and supported software. The ability to "plug and play" content on the SOLAR system and deliver to NASA civil servant and contractors, using either MacIntosh or Windows systems with either Internet Explorer 5.) and Netscape 4.6 makes them truly unique in the marketplace. NASA's e-Learning Strategic Plan calls for increasing the availability of on-line courses, and resources available to NASA users. Adding Ossidian's AICC compliant, technically compatible courses to NASA's SOLAR site will be a great benefit to NASA learners. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 5/23/2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
