Description
MODIFICATION: This modification notice corrects the NAICS code previously issued in the modification notice posted on May 6, 2003. The correct NAICS code is 541710, Research and Development in the Physical, Engineering, and Life Sciences Except, Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts. The Missile Defense Agency (MDA) has a requirement to provide scientific, engineering and technical development for the Advanced Systems (AS) Deputate. The requirement includes development activities and experiments that define, demonstrate, evaluate and improve the Ballistic Missile Defense (BMD) System technologies for MDA/AS technology program development. MDA/AS requires expert systems engineering and technical development in the areas and related fields of: (1) engagement and sensor technology, prototype elements, systems, and subsystems; (2) modeling, simulation, data analyses, and evaluation efforts for engagement, sensor and enabling technology; (3) threat phenomenology modeling, measurement, and assessments; (4) fused sensor integration; (5) tracking; (6) interceptor guidance; (7) airborne and space-based systems and subsystems; (8) spectral imagery processing and analysis; (9) advanced discrimination; (10) optimal control, game theory and stochastic processes; (11) electronics and photonics; (12) materiels science; and (13) other evolving technologies. Personnel qualifications will include specialized experience in the following areas: ladars, radars, passive sensors, seekers, airborne and space-based systems, command and control, battle management and communication, sensor fusion, survivability, lethality, active and passive phenomenology, space and aircraft mission planning, data fusion and tracking and the use of top secret intelligence data and special compartmental information special access programs. The significant evaluation areas for award will include: Technical Capability, Experience & Management (Personnel & Corporate), Past Performance, and Cost. The Government anticipates an Indefinite Delivery/Indefinite Quantity, Cost-Plus-Fixed Fee contract with a two-year base period and three one-year option periods. The Government intends to use the Fast Track acquisition process to procure these services. As such, the draft solicitation is anticipated for release on or about May 23, 2003, followed by one-on-one exchanges with interested parties on or about June 3-4, 2003, and the release of the final solicitation on or about June 13, 2003. Planned contract award is on or about July 18, 2003. Interested small businesses/small disadvantaged businesses are invited to submit to the contracting office as early as possible, but not later than 15 days after this notice, evidence of their capability to perform the contract, in order to assist in a set-aside determination in accordance with FAR 19.5. Send capability statements electronically or in hard copy stating relevant experience and RFP requests, referencing solicitation number HQ0006-03-R-0012 to the point of contact listed below. If adequate response is not received from responsible small business concerns offering the best capabilities, the solicitation will be issued without further notice for full and open competition. Therefore, all large and small businesses interested should indicate their status and send RFP requests.
