Description
The U.S. Department of Energy (DOE) Office of River Protection (ORP) intends to award a sole source contract to Duratek, Inc. on a basis of other than full and open competition. The exception to competition is 10 U.S.C. 2304(c)(1) ? only one responsible source has the unique capabilities to provide the services. The purpose of the proposed contract is to obtain services from Duratek, Inc. for the following: (i) materials assessment for higher temperature operations; (ii) glass formulation testing to increase sulfate incorporation; (iii) glass formulation testing to increase sulfate volatilization from the melter; and (iv) small scale melter testing to assess impact of higher temperature melter operations and testing to support LAW sulfate removal process. These tests would be performed at the melter test facility at Vitreous State Laboratory in Washington, D.C. on the DM 100 melter test platform. Additional tests would be performed on the Pilot Melter (DM 3300) in the Duratek facility in Columbia, Md. Following the completion of these tests, the DM 3300 Pilot Melter would be deactivated, decommissioned, dismantled and disposed of in an environmentally compliant manner. Additionally, the awardee must return the Duratek-leased building, which houses the melter, to its pre-construction condition. The performance period will be from June 1, 2003 to December 31, 2003. Sources believing themselves capable may submit a statement of capability to the DOE ORP Contracting Officer. The statement should be a brief, concise explanation of company and key personnel experience and qualifications that it believes establishes an ability to provide the needed services. Any statements of capability received will be evaluated solely for the purpose of determining if the exception to competition stated in this announcement remains valid. A Request for Proposal (RFP) document is not available and DOE will not respond to any requests for an RFP. Capability statements must be submitted via e-mail to Mr. Michael K. Barrett, Contracting Officer, at Michael_k_barrett@RL.gov no later than May 24, 2003.
