- Description
- This is a combined synopsis/solicitation to procure commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being issued as a Request For Quotes(RFQ). Submit offers on RFQ3024. This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 01-13. This acquisition will be processed under Simplified Acquisition Procedures. This is not a small business set-aside, under North American Industry Classification System Code Number 334510 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases is issuing a request for quotations (RFQ3024) for the procuring of a quantity of one Confocal Imaging System equipped with a 3 Line Argon Laser. The Confocal Imaging System with 3 Line Argon Laser shall be equipped with the following components. 1) Dual camera port Confocal Scanning I lead. 2) 2nd slider and filter sets for 488, 457 and 514nm lines or 488, 568, 657nm. 3) AOTF 4 active channels out of 5 pre-programmed channels, excitation waveband switching in less than 1 microsecond with complete control of power levels for each laser line to be programmed for 457, 488, 514, 568, 5th line 543 or specified. 4) Pre-tapped Mounting table top and post mounts for Laser and AOTF. 5) USB port Digital Input/Output to run AOTF, shutters, piezo and control power from software that works with QED software, Mac or PC. 6) Fiber optic launch and two single mode fiber optics, 2M to specify longer if required. 7) Installation and Training onsite. 8) 3 Line Argon Laser 10mW 457, 50mW 488 and 514 nm. 9) XR Mega-10 Extreme, 10 bit digital ICCD camera 1280 x 1024 pixels. 10) Software and frame grabber QED Invivo. 11) Imaging workstation G4 PowerMac dual processor 1.42 Ghz, 120GB HD, CDRW, DVDR, super drive, 2 GB SDRAM, with upgraded display card. 12) Internal High Speed RAID array, 3x 15K rpm SCSI Drives, with raid software and dual channel adapter. 13) Two 20? Apple Flat panels displays. 14) Optical and mechanical part to interpose wheel between Confocal Imaging System and camera. This Confocal Imaging System with a 3 Line Argon laser will be used for fast imaging capturing of fluorescence signals. This will allow living cells and sub-cellular organelles to be studied over prolonged periods with high spatial and temporal resolution, without photo damage to the cells. The Laboratory of Immunogentics Lymphocyte Activation Section requires capturing and saving of 10 bit digital images at rates of 30, 60 and 120 images per second. FOB Point shall be Destination, inside delivery required to Rockville, Md. 20892. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial items; FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. The Government intends to make a Best Value Buy to the responsible offeror whose offer is most advantageous to the government.
