- Description
- The Government is considering whether public-private competition is appropriate for the services of Medical Equipment Technical Specialists. At this time the services described are not being solicited. This Request for Information is issued solely to determine whether there are companies performing these functions in the commercial marketplace. In your response, please provide a description of the services your company commercially provides and how they fulfill the functions described below. To be a comparable service, personnel must be knowledgeable of equipment in all of the following categories: =09Diagnostic X-Ray, including Computed Radiography and Digital Radiography =09Diagnostic Ultrasound =09Nuclear Medicine =09Computed Tomography (CT) =09Magnetic Resonance Imaging (MRI) =09Radiation Therapy/Oncology =09Picture Archival and Communications Systems (PACS) and Teleradiology =09Positron Emission Tomography (PET) =09Lithotripsy =09Commercial Laundry equipment Knowledge of other medical equipment is desirable. =20 The specialists must be physically present at the VA National Acquisition Center each workday. Functions to be performed include: 1. Develop quality assurance test procedures, purchase descriptions, and statements of work. 2. Perform technical review of vendor proposals, and advise Government contracting officers in making equipment purchase decisions. Information handled is procurement-sensitive and not disclosable. 3. Assist contracting officers in negotiations of technical issues as required for contract awards, delivery order awards, and modifications. 4. Reviews customer technical justifications for delivery order award selection. 5.=20 Reviews vendor system quotations for completeness, pricing accuracy, and required technical features.=20 6. Provides complete product descriptions and current pricing for items to be ordered to the contracting officer in development of delivery orders against awarded contracts. 7. Reviews vendor-proposed statements of work for site-preparation construction related to equipment installation: =09a.=20 Makes recommendation to the contracting officer on the necessity of the proposed work; b. Determines whether the construction work is severable from the equipment installation under the terms of FAR 22.402(b)(iii); and c. Makes recommendation to the contracting officer on the price reasonableness of the proposed construction. 8.=20 Determines the type of inspection required for acceptance of equipment orders. 9. Compares inspectors=92 findings to contract specifications and makes recommendation to the contracting officer to accept or reject equipment. 10. When new equipment types are offered, determines the equipment category to which it should be assigned for purchase. 11.=20 Answers inquiries on equipment pricing, availability, and technical capabilities for customer planning purposes. =20
