- Under the authority of FAR Part 6, subpart 6.301, VA Medical Center, Lake City, Florida, intends to award a sole source contract to Topcon American Corporation for the purchase of a Topcon Image Net 2000 telemedicine system, with TRC-NW6S retinal camera. This system is being utilized by five facilities with the North Florida/South Georgia Veterans Health System. It is essential that the equipment not only be VA DICOM capable, but that the upgrade components be compatible with existing Topcon components in order to transfer images from one camera to another for consultation and reading. Any response must show clear and convicing evidence that the responder can meet these requirements listed and competition would be advantageous to the Government. Interested parties have 10 days from publication of this synopsis to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determiningg whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without sufficient information to enable the Government to determine that a firm is qualified and capable to perform contract requirements, will be deemed non-responsive and will not be considered. A determination by the Government not to conduct a competitve procurement based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable. Absence a response to this notice within 10 days, an award may be made to Topcon American Corporation.
