- 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, Streamline Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. 2. This announcement constitutes the only solicitation for quotation being requested and a separate written solicitation will not be issued. Solicitation Number FA4416-03-T-0037 applies and is issued as a Request for quotation. 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13 and Defense Acquisition Circular 20030331 4. The North American Industry Code is 561730 and the business size standard is $6.0. 5. This solicitation is 100% Small Business Set-Aside. 6. FAR 52.216-1 applies. The Government contemplates award of a firm fixed price supply contract resulting from this solicitation. 7. Contract Line Items (CLIN) 0001: FOOTBALL FIELD 1 ea, SOCCER FIELDS 2 ea. The requirement is for the use of a reel mower to cut grass to a height of 1 ? to 2 inches. Football field will be mowed to a height of 4 inches during the non-playing season and 3 inches during the playing season (September through November). Aerate, top dress, fertilize, verticut and over seed all areas once a year in the Fall season, more often if deemed necessary. Perform seasonal maintenance as deemed necessary to ensure all fields are maintained in the best possible condition throughout the season (late February/early March through mid-November) Water fields as necessary to maintain a healthy turf. Roll fields with heavy roller, primarily at the beginning of maintenance season and as necessary to provide as level and even playing surface as possible. (CLIN) 0002: SOFTBALL FIELDS 2ea The requirement is for the use of a reel mower to cut grass to a height of 2 inches, aerate, top dress, fertilize, verticut, and over seed all grass areas as necessary to insure a safe and healthy turf. Perform seasonal maintenance as deemed necessary by the Quality Assurance Examiner to ensure all fields are maintained in a safe and healthy condition through the entire season) Late February/early March through mid-November). This will include, but not limited to, the spreading of dirt and proper crowning of infield playing surfaces, the removal of grass in the infields, the application of necessary fertilizers, pesticides, chemicals to ensure proper growth and stability of the grass root system on all fields. (CLIN) 0003 SAND VOLLEYBALL COURTS 2 ea. The requirement is for the maintenance of Sand Volleyball courts located inside running track on Virginia Avenue. Each court must be tilled as needed to prevent compaction of sand and to remove any trash or debris from March through mid-November. Contractor shall add additional sand as necessary to keep and maintain a 10-inch depth of sand for safety purposes. 8. All work is expected to start within 15 days after award of contract. 9. Provisions with addendum. (A) The provision at FAR 52.212-1, Instructions to Offerors- Commercial Items applies. Addendum to Paragraph (b)(10. Paragraph (h), Multiple award- Delete entire paragraph. Substitute ?Single Award. The Government plans to award a single contract resulting from this solicitation.? (B) The provision at FAR 52.212-2, Evaluation-Commercial Items applies. Addendum to Paragraph (a), The Government intends to make a single award to the responsible contractor whose proposal is in conformance with the specifications, in full compliance to all other requirements set forth in the solicitation, who offers the lowest price. Contractors must provide written statement verify that they have reel mowers. (C) The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items applies. Addendum to Paragraph (b), The following FAR clauses are incorporated by reference: 52.222-21, Prohibition on Segregated Facilities; 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era. (D) The provision at FAR 52.215-5, Facsimile Proposals applies. Addendum to Paragraph (c), the fax number is (301) 981-1270. (E) The clause at FAR 52.219-6, Notice of Total Small Business Set Aside applies. 10. Offerors are required to complete and include a copy of the following provisions with their proposals (copies may be obtained from the POC stated herein): FAR 52.212-3, Offeror Representation and Certifications-Commercial Items. 11. In addition to the above, the following FAR provisions and clauses apply: 52.212-4 Contract terms and Conditions-Commercial Items. 12. The following DFARS clauses and provisions apply: DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items; 252.204-7001, Commercial and Government Entity (CAGE) Code Reporting; DFARS 252.204-7004, Required Central Contract Registration. All prospective offerors must have a current registration in the Central Contractor Registration (CCR) to be considered for award. This notice does not obligate the Government to award a contract, it does not restrict the Government?s ultimate approach nor does it obligate the Government to pay for any quotation preparation cost. 13.
