NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. This acquisition is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27. Pricing shall be required for all items as identified. The following are the minimum salient chara cteristics for this equipment: Overall the must be capable of providing a content creation to rendering end-to-end solution with a Wide-Are-Network licensing capability and of supporting DIS/ HLA (Distributed Interactive Simulation and High Level Architecture) networking protocols. The contractor must be able to provide a comprehensive set of ALL necessary software applications, along WITH training and support. The contractor shall produce to ols in all three categories of visualization, 3D geometric model building application, a terrain building application and a scene generation application. The contractor shall not only provide the basic visual, building blocks for visualization but also an extensive set of in-house and third-party plug-ins, or software add-ons to enhance the basic application to fulfil any requirement. Plug-ins shall have special visual effects to include explosions and fires, infrared (IR) effects, enhanced fractal geomet ry of trees and vegetation and physics-based movement models for vehicles. Contractor shall provide in-house training for all software products. Modeling Software (Creator) shall have the capability of outputting OpenFlight file format, and providing Rap id Process Modeling tools to allow creation of buildings and trees in less than 5 minutes. Terrain Database Development (Creator Terrain Studio) shall have the capability of outputting OpenFlight file format, producing a MetaFlight database description an d producing a procedural geometry database from Blueberry 3D software. Realtime 3D Simulation (Vega Prime) shall have the capability of interfacing with the low-level scene graph API Vega Scene Graph, and providing a cross-platform, single source infrastr ucture designed for rapid creation, modification, and deployment of realtime 3D application Modular to allow interface with other vendors. Special Effects (Vega Prime FX) shall have capability of providing 14 special effects to include smoke, fire, explos ions, propellers, and rotor wash, and supporting user defined special effects. Scene realism/fidelity (Blueberry 3D) shall have the capability of rendering vegetation features within the scene, rendering actual terrain data, and interfacing with Vega Prim e. The above characteristics are intended to be descriptive, but not restrictive. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposes to furnish an equal product, the brand name of the product to be furnished shall be inserted on the proposal. Acceptance shall be at Destination. Shipping shall be FOB Destination. Delivery shall be to the U.S. Army, Fort Rucker, AL 36362. The provision at FAR 52.212-1, Instructions to Offerors--Commercial, applies to this solicitation. The provision at FAR 52.212-2, Evaluation--Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragra ph (a) of that provision are as follows: Technical, past performance and price. Technical and Price are of equal importance and when combined are significantly more than past performance. The technical evaluation will be a determination as to equality o f the product and shall be based on information furnished by the vendor. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure sufficient information is available, vendors must furn ish as part of their proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the government to determine whether the product meets the salient characteristics of the requirement. If the vendor propose s to modify a product so as to make it conform to the requirement of this solicitation the vendor shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. Past performance will be e valuated based on information provided by the offeror as to actual sales of the proposed products to industry or government agencies. Past performance will con sider the ability of the offeror to meet delivery schedules, warranty, training, and support. Offerors must include records of three recent sales and identify a point of contact for each by providing a name and telephone number. The government will award a contract to the offeror whose offer conforms to this solicitation and will be most advantageous to the government, price and other factors considered. The government reserves the right to make an award without discussions. Offeror shall include a com pleted copy of the provision at FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification with its offer. The clause at FAR 52.212-4, Contract Terms and Conditions--Commer cial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition.
