- Description
- The US Government, TACOM-ARDEC, intends to award a contract for a 24 month period of performance to provide sustainment support for the Munitions Survivability Software program developed by LESCO. The contract is to cover: 1) the development, installation and operation of a technical assistance capability in support of the Munitions Survivability Software (MSS) system currently in operation. This assistance is to include a toll free (800, 888, etc) number and email address; 2) MSS semi-annual updates including the ?Top 800? database information for single Department of Defense Identification Codes (DODICs) and for Mission Configured Loads (MCLs) and Unit Configured Loads (UCLs), and resolution of ?bugs? discovered/reported; and 3) other sustainment support to the MSS system as a minimum consisting of quarterly newsletters and an MSS website. This Sustainment Support will play an important role improving the safety and survivability of ammunition items in the tactical area. The Army recognizes the need to improve the safety and survivability of ammunition items in the tactical arena. The reduction in quantities of stocks coupled wit their increasing costs makes their survival critical to the accomplishment of US Army objectives. The draw down of skilled personnel makes it imperative that software tools be provided to assist the soldier in planning and managing ammunition storage. A Firm Fixed Price contract is anticipated. This solicitation may be amended without further notice and any amendments will be posted on procnet. The sources sought notice for this same planned procurement was previously issued under the number DAAE30-03-Q-0237. The solicitation (RFP) will be available at: http://procnet.pica.army.mil on or about 24 May 2003. The solicitation closing date is 30 June 2003. See Note number 26. Successful bidder skills/qualifications:Knowledge of how MSS operates, and interacts with the GIS software and human operators. Capable of the development, coding, debugging, and testing of MSS updates and bug fixes, as well as a custom user interface for the Geographic Information System (GIS) software utilized. In-depth knowledge in how MSS interacts and works with the Standard Army Ammunition System - Modified (SAAS-MOD).Expertise and field knowledge on the required safety and storage procedures and doctrine required by the Department of Defense Explosives Safety Board and U. S. Army. Extensive ammunition operations experience in both peacetime and wartime operations. Extensive knowledge of Army ammunition doctrine and tactics, techniques, and procedures.In-depth database knowledge and skills.In-depth knowledge of ORACLE Extensive experience with Visual Basic (VB) and C++ programming languages.Extensive experience with GIS software (ESRI products).
