- SYNOPSIS MODIFICATION DATED 5/9/03: The solicitation referenced is currently 100% Small Business Set-Aside. In order for the Contracting Officer to perform a thorough market survey to determine the proper set-aside in accordance with Federal Acquisition Regulation Part 19 Small Business Programs, all interested parties are requested to submit their written statement of qualifications to HaymansDL@efdsouth.navfac.navy.mil NO LATER THAN 24 MAY 2003. Submittals received after that date and time will not be considered. How long has your company provided as a prime contractor these types of facilities support services? 4. Please list any contracts your company is currently performing as a prime contractor that would be considered the same as/similar to this effort (size, scope, complexity) as well as those you have completed within the last three years, including contract number, title, type, brief description, award amount, final contract amount and references with name, phone number and email address. 6. Does your company normally submit a proposal as its own business entity or as a joint venture when competing for this type of work? When competing as a joint venture, list those firms with whom you were affiliated. Work is for Regional Base Operating Support 2 services at Naval Air Station Jacksonville, Naval Station Mayport various OLF?s and Cecil Field Complex. The scope of work includes all management, supervision, labor, tools, materials, equipment, supplies, facilities, and transportation necessary to perform the required services in the following functional areas: grounds maintenance, janitorial services, refuse/recycling services, and pest control services. Period of performance includes a base period of twelve months with four option periods of twelve months with a possible award-option program. The preliminary estimated value for all possible performance periods is $56 million. The contract type is a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of technical and price proposals. The NAICS for this procurement is 561210 with a size standard of $23 million. These services are currently provided under various individual contracts. This is not a request for proposals. The Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The Naval Facilities Engineering Command, Engineering Field Activity Southeast, Resident Officer in Charge of Construction Jacksonville, will be issuing a Facilities Service Contract for Naval Air Station Jacksonville, Naval Station Mayport various OLF?s and Cecil Field Complex. This notice does not constitute a commitment by the Government. The time, date and meeting place for the site visit will be listed in the Request for Proposal (RFP) package. The scope of work includes all management, supervision, labor, tools, materials, equipment, supplies, facilities, and transportation necessary to perform the required services in the following functional areas: grounds maintenance, janitorial services, refuse/recycling services, and pest control services. RFP issuance date will be on or about 5 March 2003. Proposals will be due 56 days from the date the RFP is actually issued. Any resultant contract will have a performance period that includes a base period of twelve months with four option periods of twelve months with a possible award-option program. The contract type will be a combination firm fixed-price and indefinite quantity. This is a negotiated source selection procurement that consists of the submission of technical and price proposals.
