Description
This is a combined synopsis/solicitation for commercial items p= repared in accordance with the format in FAR Subpart 12.6, as supplem= ented with additional information included in this notice. This annou= ncement constitutes the only solicitation; quotations are being reque= sted and a written solicitation will not be issued. Solicitation numb= er PR-CI-03-10612 is issued as a Request for Quotation. The solicitat= ion document and incorporated provisions and clauses are those in ef= fect through Federal Acquisition Circular 01-07. This acquisition is = being processed using full & open competition. The NAICS code is 3345= 16.=20 Here is the list of specification for the Nuclear Magnetic Resonance = (NMR) Spectrometer: The 300 MHz Nuclear Magnetic Resonance (NMR) Spectrometer unit must c= onsist of a magnet, probe, transmitter, amplifier, signal locking, si= gnal filters, receiver, computer system, software for data analysis a= nd a robotic sample handler. Specific Requirements: 1. Magnet: A superconducting, Active Shielding (to restrict the fring= e field), magnet with field strength of 7.04 Tesla to accomplish the = generation of a 300 MHz spectrum. 2. Probe: A variable temperature multinuclear and broadband switchabl= e 5 mm probe. =09 3. Transmitter: A direct synthesis Rf System, preferably two channels= where frequencies may be observed down to 6MHz; frequency resolution= <0.005 Hz. Standard RF wave form memory per channel for pulse shapin= g of 1Mbyte on all RF channels. Frequencies may be set in 0.005Hz ste= ps. =09 4. Amplifiers: High-band linear 150W amplifier and a low-band linear = 50 W amplifier. =095. Receiver: A 16-bit digitizer with Digital Quadrature Detection = (3dB bandwidth) with at least 22 MHz intermediate frequency and inver= se capability. =096. Lock: A 2H internal lock with digital filed/frequency automatic= (computer-controlled) locking capabilities 7. Digital Shim Control: Orthogonal shim system with 20 shim gradient= s and low current and low heat dissipation design. =09 8. Filters: A digital filtration capability. =09 =09 9. Computer System: The host computer must have an internal hard disk= drive of 40 GB, a floppy disk drive of at least 1 MB, a high resolut= ion color monitor of 18 inches dimension and shall have a Windows 200= 0 based operating software package for acquisition and processing of = 1D, 2D and 3D NMR data, an option for Ethernet card attachment for ne= tworking capabilities or equivalent and NMR Encyclopedia that is dyna= mically linked directly to the acquisition software that can be viewe= d by a web browser. =09 10. Accessories: A robotic sample management system with controlling = software for sequential automated analysis of up to 24 samples when d= ata collection can proceed while the instrument is unattended; uninte= rruptible power supply system that can supply up to 6 kVa suitable fo= r the use the console; liquid nitrogen and liquid helium for installa= tion of 300 MHz magnet. 11. Installation: On site instrument installation and startup trainin= g with appropriate instrument operation, troubleshooting and maintena= nce manuals. This includes technical support and assistance to EPA re= searchers during the start up period and later in the use of the syst= em. =09 12. Warranty: A minimum of 1-year warranty from the date of installat= ion and performance test that includes parts and labor. 13. Documentation: sufficient documentation to allow the user to unde= rstand how to properly operate and maintain the equipment.=20 All Items shall be delivered to the U.S. EPA Shipping and Receiving, = 26 W. Martin Luther King Dr., Cincinnati, OH 45268 no later than eigh= t weeks after contract award. F.O.B. point shall be destination. The = provision at FAR 52.212-1, Instructions to Offerors-Commercial, appli= es to this to this acquisition. The provision at FAR 52.212-2, Evalu= ation-Commercial Items is applicable and the specific evaluation crit= eria are as follows: (1)Technical acceptability of the item offered t= o meet the Government's requirement and (2) price. Technical acceptab= ility shall be evaluated on a pass or fail basis. Offers shall provid= e descriptive technical literature in sufficient detail to demonstrat= e that the items offered meet the minimum requirements specified abov= e. Offerors shall include a completed copy of the provision at FAR 52= .212-3, Offeror Representations and Certifications-Commercial Items, = with its offer.
