Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a separate written solicitation will NOT be issued. This combined synopsis/solicitation will result in a firm fixed price purchase order. Simplified procurement procedures will be used per Federal Acquisition Regulation (FAR) Part 13. This combined synopsis/solicitation, APWSWRCO-0037-3, is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. This requirement is 100% set aside for small business. The NAICS code is 488190. The small business size standard is no more than $6 million in average annual receipts for the offeror's preceding 3 years. The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Wildlife Services (WS) located at 2150 Centre Avenue, Bldg. B, Mail Stop 3W9 , Fort Collins, CO 80526 intends to rebuild one Piper Super Cub PA-18 N4343 located in Burns, Oregon. The aircraft will be delivered/removed to/from the contractor's facility at USDA's expense IF the contractor's facility is within 500 miles of Burns, Oregon. The contractor will need to pay and include in their quote transportation costs if their facility exceeds 500 miles from Burns, Oregon. Rebuild start date is July 1, 2003. Completion date will be no later than September 30, 2003. Late penalty as follows: For each day past due the completion date the contractor will be assessed a late fee of $50.00 per day until the aircraft is completed and the USDA National Aviation Manager accepts the aircraft. Circumstances beyond the contractor's control such as delayed shipping and availability of parts will be taken into consideration when determining assessed late fees. Aircraft inspections as follows: The USDA retains the right to inspect this rebuild project at any time during the rebuild period. The contractor will notify USDA at least two weeks in advance when the following stages of rebuild are approaching: 1) Aircraft complete disassembly. 2) Recovering Aircraft. 3) Aircraft rebuild completion. Specifications for this rebuild project are as follows: 1) New fuselage with square rear window and extended skylight 2) New elevators, stabilizers, and rudder 3) Recovered in Stitts P-103 medium weight fabric finished in Poly Tone 4) All new cables, pulleys, jackscrew, trim screw, trim pulleys, new tail brace flying wires and hardware 5) New floorboards 6) New windows 7) Remove old engine and replace with new engine supplied by USDA 8) Remove existing square instrument panel and install into new fuselage 9) Replace throttle mixture and carb heat cable with new 10) Fabricate new interior metal pieces as needed 11) Recover wing panels and control surfaces. Wage Determination 1994-2569, Revision No. 18, dated 7/26/02 is provided as Attachment 2. All responsible small businesses may submit a quote for consideration. All quotes must be signed. In accordance with FAR 52.212-3(a), Evaluation - Commercial Items, The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. PAST PERFORMANCE: Past performance in meeting inspection schedules and completion dates. Provide a list of three most current references and a narrative describing experience in meeting inspection schedules and compliance with completion dates on aircraft rebuilds or similar projects. The offerer shall provide the name, address, and telephone number of the point of contact for each reference provided. 2. CONTRACTOR'S FACILITIES AND PERSONNEL: Offerer will have a shop facility large enough to support the rebuild project and demonstrate the ability to employ sufficient number of qualified operational and support staff to rebuild aircraft. Submit information on shop facility capability and prior experience of each employee responsible for rebuilding aircraft. Quotes are due: May 30, 2003 by 4pm Mountain Time.
