- Description
- The Program Support Center on behalf of the Substance Abuse and Mental Health Services Administration (SAMSHA) intends to award a simplified acquisition on a sole source basis to Delroy M. Louden, Ph.D. The basis for this requirement is to: Provide necessary assistance and support to the Office of the Administrator (OA), Office of Policy, Planning and Budget (OPPB), and the Associate Administrator for HIV/AIDS. Specifically, this award will enhance evaluation capability for OA/OPPB, and assist the Matrix Lead and the Staff Lead to address key policy, program, and budget activities regarding HIV/AIDS and Hepatitis across the Center for Substance Abuse Prevention (CSAP), Center for Substance Abuse Treatment(CSAT), and the Center for Mental Health Services (CMHS). Additionally, the immediate and long-term future will be anchored to a matrix depicting priority programs and cross-cutting principles. The matrix reflects Departmental priorities and a public health approach to mental health services, substance abuse prevention, and addition treatment. THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES OR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS. NO SOLICITATION WILL BE ISSUED. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION IS BASED UPON RESPONSES TO THIS NOTICE AND IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
