Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. The Request for Quotation (RFQ) number is DABK41-03-T-1509 and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-13 and Defense Federal Acquisition R egulation Supplement (DFARS), 1998 Edition, current to DCN 2003-0430. This acquisition is being solicited as a 100% small-business set-aside. The North American Industry Classification System (NAICS) Code applicable to this procurement is 336412 and the small business size standard is 1,000 employees. The anticipated contract will be firm-fixed price. The Government is requesting proposals for the overhaul of two (2) each Teledyne Continental Motors (TCM) engines for 0-2A airplane serial number 67-21349. The contractor performing the overhaul shall be a Federal Aviation Regulation Part 145 Certified Repair Station authorized for the TCM overhaul. Work shall include the following: Perform major overhaul of two each TCM IO-360D(23) engines (Serial Numbers 56058 and 57730R) to new limits, b) New TCM cylinders assemblies, c) New VAR crankshaft per AD97-26-17 and d) Work shall also included for overhaul/repair of the following items which are currently installed on the engines 1) Prestolite Starter, 2 each PN : MHJ-4003S; 2) Alternator, 2 each PN: DOOF10300D; 3) Fuel Pump, 2 each PN: 646759-2A1; 4) Fuel Manifold, 2 each PN: 631351-11A1(M) and 5) Magneto, 2 each PN: 10-790020-16. All work shall be performed in accordance with TCM Overhaul Manual X30594A, Servic e Bulletins and Federal Aviation Regulations. It is anticipated that payment of the contract, resulting from this solicitation, will be made via government VISA credit card. Offerors shall account for any costs associated with accepting credit card payme nt in their proposal. The following Federal Acquisition Regulation (FAR) provisions apply to this acquisition: FAR 52.212-1, Instructions to Offerors ?????? Commercial Items (Oct 2000); FAR 52.212-2 Evaluation ?????? Commercial Items (Jan 1999). Award wi ll be made on a best value basis and the Government reserves the right to award to other than the low offeror. Paragraph a. of provision 52.212-2 is completed as follows: The four (4) factors to be evaluated to determine best value award are listed, as f ollows, in descending order of importance. i) All offerors submitting a proposal for this solicitation shall provide a copy of their Federal Aviation Regulation Part 145 certificate to evidence that they are authorized to perform the TCM engine overhaul. Offerors failing to provide this will be eliminated from further consideration for award. ii) Past Performance information - Offerors shall provide the following information for their three (3) most current awards/contracts for similar work: contract numb er, contract date, dollar value of the contract and point of contact to include contact??????s name, agency or company, address, phone number and e-mail address where they can be contacted. iii) Contractors best delivery schedule for completion of the wor k and iv) price. FAR 52.212-3, Offeror Representations and Certifications ?????? Commercial Items, Alt I (Apr 2002), All offerors shall include with their offer a completed copy of FAR 52.212-3, Alt I. MST, May 20, 2003. As a minimum, offerors shall include with their quote the following information: (1) RFQ number, (2) company name and address, (3) point of contact with telephone an d facsimile numbers, (4) a completed copy of FAR representations and certifications, (5) the information required for best value evaluation of the proposal in accordance with FAR 52.212-2 above (ie. Federal Aviation Regulation Part 145 Certification, Past Performance Information, Work Completion Schedule and Price.); (6) a statement indicating that Government VISA credit card will be accepted as the method of payment. Offers that fail to furnish required representations, the information required for best v alue evaluation per FAR 52.212-2, or reject the terms and conditions of this solicitation may be excluded from consideration.
