Description: NA This is a synopsis for commercial items (U.S. Corps of Engineer Flags and Pennants) prepared in accordance with the format set forth in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This Solicitation will be issued as a Request for Proposal and shall be designated Solicitation Number DACW61-03-T-0059. The Solicitation is expected to be available for viewing and downloading by potential contractors on or about 16-MAY-2003 at the foll owing website: https://ebs.nap.usace.army.mil. Solicitation documents will only be furnished on the website; hard copies will NOT be available. Any prospective bidder interested in bidding on this Solicitation must register to be placed on the plan-holde rs list. If you are not registered, the United States Government is not responsible for providing you with notifications of any changes to this Solicitation. CLOSING DATE: Prospective contractors must submit a responsive proposal, together with a bid sample, and completed form of the Offeror Representations and Certification??????Commercial Items as set forth in FAR 52.212-3, not later than 17 June 2003 at 023 0 hours (EDST). Proposals must be submitted via mail to the attention of Maureen Jordan (CENAP-CT-S) at: U.S. Army Corps of Engineers, Philadelphia District, 100 Penn Square East-Wanamaker Building, Philadelphia, PA 19107. INTENT: It is the intention of the U.S. Army Corps of Engineers, Philadelphia District, to solicit proposals from potential Contractors to: Purchase U.S. Corps of Engineer flags and pennants for our various District offices. EVALUATION FACTORS: The Government intends to award a firm fixed priced contract from the Solicitation to the responsible prospective Contractor whose offer conforming to the Solicitation will be most advantageous to the Government, price and other factor s considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement (ii) past performance, and (iii) price. Technical capability of the item offered and past performance, when combined, are equally as important as price. If applicable, Contra ctors should provide written proficiency of these factors along with their price proposal. This would include information such as references (including contract numbers, points of contact with telephone numbers) and other relevant information pertaining t o the supplies in the Solicitation. This Solicitation also requests that prospective bidders produce a bid sample along with their proposal (see FAR clause 52.214-20 contained in the Solicitation). In addition, this Solicitation is being issued as 100% s et-aside for small business. The North American Industry Classification System (NAICS) Code for this acquisition is 314999 and the Standard Industrial Classification (SIC) Code for this acquisition is 2399, with a size standard of 500 employees.
