- Description
- The United States Department of Agriculture, Natural Resources Conservation Service (NRCS) has a requirement for soil mapping services. This is an OMB Circular A-76 Cost Comparison Study. The purpose of this study is to determine the most cost-effective method of providing these services for Greater Nenana Soil Survey area and Salcha-Big Delta update Soil Survey area, both based out of the NRCS office in Fairbanks, Alaska.. Government personnel are currently performing these services. In accordance with OMB Circular A-76, commercial offers will be compared with the Government's costs to perform the above services. The commercial proposals will not result in a contract if Government performance is determined to be more cost advantageous. Major components of this work include for each survey area: preparing work plans; describing soils, landforms, and vegetation using defined procedures; documenting all observations including individual soils, transects, and traverses using government furnished databases; preparing field maps showing soil mapping units; developing and maintaining map unit legends; collecting and preparing samples for soil laboratory analysis; classifying soils by soil taxonomy; coordinating with technical specialists in other disciplines for ecological site description development and other soil performance data needs; entering all summarized documentation into the National Soil Information System (NASIS); compiling field soil maps; and developing draft soil taxonomic unit descriptions, soil series descriptions, and special manuscript sections. All work performed shall adhere to the standards of the National Cooperative Soil Survey (NCSS). Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any resulting award being firm fixed price service contract. Technical and cost proposals will be required. This solicitation is being solicited unrestricted. NAICS Code: 541370, Surveying and Mapping (except Geophysical Services); size standard $4.0 million. The solicitation will be available on or about May 30, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. The U.S. Government reserves the right to retain the work in-house and make no contract award.
