Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Veeco Instruments, Inc. in Santa Barbara, CA for the purchase of One (1) Veeco Instruments, Inc. Critical Dimension Atomic Force Microscope (CD-AFM) Model SXM.***Sole source determination is based on the fact that Veeco Instruments, Inc. is well known to be the only manufacturer in the world of Atomic Force Microscopes capable of measuring line width by directional surface sensing. The Veeco Instruments, Inc. Model SXM features special directional sensing software, lateral tip control, and boot-shape tip geometry to achieve the directional surface sensing. Other commercial Atomic Force Microscopes use top-down sensing, which is less accurate for line width measurement and does not feature the required directional sensing software, the lateral tip control, or the special tip shape. NIST requires these special features to substantially upgrade the technology for doing line width metrology. The instrument will enable NIST to perform traceable measurements for customers in the crucial microelectronics industry. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 30 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 333314, and the size standard is 500 employees.***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by May 27, 2003. ***A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.***Questions regarding this notice shall be e-mailed to the Contracting Officer, Joni L.
