- Description
- The National Center for Education Evaluation (NCEE) of the Institute of Education Sciences intends to award a 4-year contract to a contractor to evaluate the impacts of using different professional development methods on changes in teacher practice and student achievement in early reading. While studies have looked at student performance using different reading programs, few studies have examined the impacts of different methods of professional development. The purpose of this study is not to compare the effectiveness of different reading programs, but rather to determine what methods of providing professional development are most effective in improving teacher practice and student achievement. The Department is particularly interested in conducting this work in high poverty schools as the focus of NCLB is improving the academic achievement of students in such schools. Tasks will include: holding quarterly meetings with ED officials, developing a study website, establishing a technical work group and convening meetings, refining a management plan, refining the data collection plan, refining data analysis plan, creating data instruments (developing teacher survey instrument/ developing a form for collecting class student achievement scores/ developing a form for collecting information for a cost/benefit analysis/ field test instruments), identifying effective reading programs, contracting publishers of selected reading programs, select a district sample, developing professional development methods (training materials, field test the new materials, train professional developmen teachers), prepare and submit OMB package, identification of school sites (using random assignment of professional development strategies), collecting data, reporting to the Department and convening conferences and presentations.
