Description
The Contractor shall furnish all the necessary qualified personnel, facilities, materials, supplies, equipment, and services, to perform the Compliance Test Program for FMVSS No. 218, "Motorcycle Helmets". Offerors must have the necessary testing facilities, materials and equipment capable of meeting the testing requirements as specified by the Solicitation and FMVSS No. 218. The Government may require a demonstration test at the offeror's expense prior to contract award using the test facility, materials, personnel and equipment that the offeror proposes to use in performance of the contract. Subcontracting of the motorcycle helmets testing or any portion of the motorcycle helmet test will NOT be permitted under this contract with the exception of photo processing services defined as "Photographic Documentation" in the Federal Motor Vehicle Safety Standards and the Laboratory Test Procedures. Manufacturers of vehicles and/or equipment to be tested are not eligible for award of this contract. After open competition, the Government intends to issue a firm fixed-price, Indefinite Quantity Type Contract. The period of performance is twelve (12) months with four (4) additional twelve (12) months option periods. NAICS Code for this contract is 541380. Electronic copies of the RFP and any other documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site or URL for the FedBizOpps page is www.fedbizoOpps.gov or the GSA Electronic Posting Service (EPS) at http://www.eps.gov. It is the Offeror's responsibility to monitor the Internet sites for the release of the solicitation and amendments (if any). Potential Offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Requests for paper copies of the RFP will not be accepted. Estimated date for release of the solicitation is on or about May 30, 2003.
