Description
NA A sole source procurement is contemplated with Brigham Young University (BYU); Department of Chemistry and Biochemistry; Provo, UT 84602-5700 for the development of a miniature, stand-alone, near real-time, sensitive selective gas chromatograph (GC) / mass spectrometer (MS) / ion mobility spectrometer for the detection, identification, and quantitation of chemical warfare agents, which permeate swatches. The system provided by this requirement will include the following: Phase 1: Prototype hand-held GC / MS and Prototype hand-held cross-flow ion mobility (CIMA) detector; Phase 2: Hand-held GC/MS/CIMA; Phase 3: Software and Training. Pursuant to 10 U.S.C. 2304 (C)(1), and Federal Acquisition Regulation 6.302-1, supplies, services, and/or equipment required are available from one responsible source and no other type of supplies, services, and/or equipment will satisfy agency requirements. This action requires FAR 6.302-1 authority due to the fact that the CIMA detection technology is intellectual property o f BYU and a patent covering the technology is currently pending. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources may submit a quotation which shall be considered by the agency. Supporting evidence must be furnished to demons trate the ability to comply with the Government requirements. If no responses are received, the Government will proceed with sole source negotiation with BYU. The solicitation (DABJ19-03-R-0011) will be available on or around 28 May 2003 through the Army S ingle Face to Industry website at http://acquisition.army.mil and through the U.S. Army Contracting Agency-Dugway Proving Ground website at https://www.dugway.army.mil/10-3_ContractingDivision.htm (NOTE: When accessing the Dugway Proving Ground website, ma ke sure the address begins with https not http to gain access to the secure web server). Responses are due 30 June 2003, 1700 (MST). In the event either site is not accessible, responses may be faxed at this number (435) 831-2085.
