NA DESCRIPTION: BROAD AGENCY ANNOUNCEMENT (BAA) DAAB07-03-RP640 CLOSING DATE: 09 June 2008 FIRST SELECTIONS: 8 AUGUST 2003 PROGRAM OBJECTIVES AND DESCRIPTION: The Command and Control Directorate of the Communications-Electronics Command (CECOM) Research, Development and Engineering Center (RDEC) is soliciting proposals under this BAA for the following Research Topic Interest Areas S001: Battle Command and Control for Future Combat Systems (C2 Prototype) S002: C4ISR Modeling & Simulation for C2 Concept Assessment S003: FCS C2 Architecture Development S004: FCS C2 Experiment Planning, Execution, and Analysis S005: Infrastructure Support for Development, Simulation, and Experimentation Environments S006: Research and Technical Administrative and Logistical Support SCOPE AND FUNDING:The intent is to award a number of relatively small research efforts over the duration of the BAA. It is anticipated that proposed efforts will range from $25,000.00 to $8,000,000.00. To be considered for funding during FIRST SELECTIONS, proposals must be received no later than 4:00PM Local Time on 16 Jun 2003. To preclude unnecessary effort on the part of respondents to this BAA after First Selections, offerors should contact the Topi c Area Technical Leader concerning the likelihood of future funding availability under this BAA. EVALUATION CRITERIA: Offerors choosing to respond to this BAA will be evaluated against the following three (3) factors: Factor 1.Scientific and Technical Merit that is more important than Factor 2.Experience, Personnel and Facilities. Both Factors 1 and 2 are considerably more important than Factor 3.Cost. Selection of proposals for award shall be made on the basis of potential benefit to the Government considering the cost of each proposal. ADDITIONAL GUIDANCE: When responding/inquiring on a specific area of research, refer to the Topic Number listed on the following page. Additional Topic areas might be added to this BAA at anytime.
