Description
NA PROJECT INFORMATION: Solicitation No. DACA45-03-B-0004. On or about 10 June 2003, this office will issue Invitation for Bids for the construction of the FIRE/CRASH RESCUE STATION, OFFUTT AFB, NEBRASKA. Bids will be opened on or about 16 July 2003. THIS S OLICITATION IS UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Contractors interested in inspecting the site of the proposed work should contact the U. S. Army Corps of Engineers, Offutt Resident Office, P.O. Box 13287, Offutt AFB, NE 68113, Telephone: 402-293-2540, Fax: 402-291-8177. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See Ordering below. The work will include the following Approx. quantities. The work consists of the constr uction of a 40,000 S.F. Fire/Crash Rescue Station comprised of operational spaces to store and maintain equipment, 9 Bay Apparatus Room, residential/living space to accommodate the 24 hour crews, a command and control center, and an administration/training space to develop and manage personnel. Construction consists of reinforced concrete foundation, floor slabs, walls, and columns; masonry walls, steel trusses and joists, pre-cast concrete planks, brick, pre-cast concrete, standing seam metal roof, insu lation, plumbing, HVAC, electrical radiant heating, emergency generator, electrical distribution and lighting, fire protection and detection, communications, interior finishes, exterior utilities, parking, security fencing, access road, site improvements, landscaping, etc. The construction also includes the restoration of the hangar space as Bid Options, currently used as the existing fire station including environmental cleanup, Asbestos, etc. demolition, utility relocation, hangar doors, etc. The estima ted construction cost of this project is between $7,500,000 and $10,000,000. Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting bids for services exceeding $500,000 or for construction exceeding $1,000 ,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of Engineers considers the following goals reasonable and achievable for fiscal year 2003: a. Small Business: 57.2% of planned subcontracting dollars. b. Small Disadvantaged Business: 8.9% of planned subcontracting dollars*. c. Women Owned Small Business: 8.1% of planned subcontracting dollars*. d. Service-Disabled Veterans: 3.0% of planned subcontracting dollars* . e. Hubzones: 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after Notice to Proceed and complete the work 540 calendar days after receipt of Notice to Proceed for the Base Bid. Provisions will be included for liquidated damages in case of failure to c omplete the work in the time allowed. Performance and payment bonds will be required. The plans and specifications are available on Compact Disk , CD-ROM and will be provided free of charge. It has been determined that the number of Compact Disks be limi ted to one per firm. Plans and Specifications will not be provided in a printed hard copy format.
