Description
The USAID Contracting Officer in Budapest Hungary plans to award a cost reimbursement contract for the Republic of Montenegro, though full and open competition. The RFP is expected to be issued by 30 May, 2003 and proposals will be due no later than the closing date in the RFP. It will be distributed through General Services Administration?s Federal Business Opportunities web site. The period of performance is three years. The overall objective of the contract is to implement local government laws in all 21 municipalities of Montenegro. The Good Local Governance (GLG) project will help implement the new local government laws in all 21 municipalities of Montenegro. Under this contract the contractor will perform three interrelated tasks attuned to the outcomes: 1) Assistance to Montenegro to establish and professionalize specific central (Republic) and local government (Municipality) functions directly related to new authorities under core local government laws. 2) Development of tools and systems to assist citizens and citizen groups to participate more effectively in the processes of local governance, at the same time enabling local governments to institutionalize and practice governing harmoniously and productively with citizens and their self-generated organizations; and 3) Engaging the national and local media to build and deepen citizen and official understanding of and commitment to local government reforms. In particular, the contractor will work with municipalities to build successful use of the media to engage citizens in understanding and participating in governance processes.
