Description
DESC: The Defense Energy Support Center (DESC), in conjunction with the Office of the Air Force plans to offer the privatization of the existing Water and Wastewater utility systems located at Andrews Air Force Base, Prince George?s County, Maryland. Privatization is defined as the transfer of ownership and responsibility for the operations, maintenance, repair, future upgrades, and future utility system replacements. As a result of this solicitation, firm(s) will be selected to assume ownership of the above-mentioned utility systems. The successful firms(s) will be required to purchase the existing system from the Government and may be required to provide expansions to the systems to meet future needs of the Government. The resulting contract(s), if awarded, will require the Contractor(s) to furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain, and operate, the utility system(s). The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. The Contractor(s) shall be responsible for funding all capital investments required to acquire, maintain and operate the utility system(s) in a safe, reliable condition and to meet the requirements listed in the contract. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the RFP. The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. The Contractor(s) proposals and plans may become a part of the contract upon the decision to award. Past Performance information from potential Offerors shall be submitted as directed in the RFP. No Offeror will be denied the opportunity to submit a proposal in response to the RFP. Utility Systems being privatized are described as follows: Installation: Andrews Air Force Base Location: Prince George?s County, Maryland Installation Description: Andrews Air Force Base includes the main base that occupies approximately 4,346 acres and 3 remote locations that occupy approximately 2,500 acres. The remote locations include the Brandywine Receiver site, Brandywine Housing area, and the Davidsonville Transmitter site. The Brandywine sites are both located about 5-miles south of the main base and the Davidsonville site is located approximately 20 miles east of Washington, D.C. The main base contains a total of 1,342 buildings that include aircraft maintenance, civil engineering, base supply, administration, recreation, family housing and dormitories. Utility systems to be privatized: a.Water Distribution System: Andrews Air Force Main Base - there is no treatment plant and Washington Suburban Sanitary Commission (WSSC) supplies the water. The water distribution includes more than 2,000 laterals with almost 340,000 feet of pipe ranging in size from 1-inch up to 14 ?inches in diameter. There are a total of 28 meters monitoring the water supply to users at the main base. Brandywine Receiver Site ? single water well located at the facility provides the potable water supply, which is stored in an elevated 15,000-gallon storage tank which is fed to the two buildings at the site through a 4-inch main. Brandywine Housing ? single water well provides the potable water supply, which is stored in an above ground 35,000-gallon storage tank. Water is fed to the 12 housing units through a 1.5-inch main. Davidsonville Transmitter Site ? single water well provides the potable water supply which is stored in an elevated 15,000-gallon storage tank Water is fed to the two buildings at the site through a 4-inch main. b.Wastewater Collection System: Andrews Air Force Main Base ? WSSC provides wastewater treatment. The wastewater collection system includes pipe, lift stations and force mains installed beginning in the 1940?s with some new additions installed in the 1990?s. The system includes approximately 385,000 linear feet of pipe; 94 lift station pumps; and over 2,400 service laterals from facilities and family housing units. Brandywine Receiver Site ? consists of approximately 4,700 linear feet of pipe, 9 lift station and treatment pumps, and a treatment system with a discharge pipe to a nearby perennial creek. Brandywine Housing Area ? consists of approximately 834 linear feet of pipe, 2 treatment pumps, a septic tank and sand filtration pit, chlorination treatment system, and discharge pipe to a nearby perennial creek. Davidsonville Transmitter Site ? consists of approximately 2,000 linear feet of pipe, 10 lift station and treatment pumps, batch treatment system and discharge pipe to a nearby perennial creek This requirement is unrestricted. All responsible sources may submit an offer, which shall be considered. Large businesses are required to submit a subcontracting plan with their offer.
