- Description
- The Department of Commerce/National Oceanic and Atmospheric Administration (NOAA)issued a Request For Information (RFI) to identify industry's interest in the design and construction of a Small Waterplane Area Twin Hull (SWATH) vessel and industry's comments on alternate acquisition approaches (Lease/Charter or Design and Construction). After consideration of RFI responses, NOAA has determined that a contract for the design and construction of the SWATH vessel is the best approach. NOAA's acquisition strategy is two phase multiple awards, consisting of Phase I, Feasibility Study and Preliminary Design, and assuming suitable and affordable designs are developed in Phase I, followed by a Phase II option, which consists of a Contract Design and a option for Detail Design and Construction. Up to two offerors will be awarded a firm-fixed price Phase I contract in the amount of $150,000.00. The RFP is expected to be full and open competition for all responsible sources. Offerors must identify contractor teaming/partner arrangements having both design and construction (shipyard) capabilities in one legally formed entity for purposes of contract award and performance. A Fixed Price Incentive Fee contract is planned. NOAA's current release date for the RFP is mid to late June 2003. Responses to this RFI are not required. Firms that responded to NOAA's previous SWATH market surveys, Reference Number-02-SWATH in April 2002 and Reference Number-03-SWATH in November 2002, are not required to respond to this announcement. This announcement should not be construed as a commitment or authorization to incur costs in anticipation of an award; the Government is not bound to make any awards under this announcement.
